As Falk said, Keiken, realism isn't the point. If that argument held up, it would technically only be possible to have one depot in the game...

It's simple.

If you want to roleplay a "ghost" or "spirit," then use the technical game functions to become one yourself. Faramier did something like this, and sacrificed his skills, although he became a good fighter afterwards.

Hmph...safety.

The entrances are far too narrow, and there have been rare instances where the invasions actually reached into the heart of the town. Practical safety is to bring down that wall, and focus funds on some sort of town guard.
