[Vote] Property Policies for Trollsbane
Almost everyone voted for formalizing laws for property. This is a first draft, so a simple "Yes" or "No" will do, and maybe a few comments. Only Trollsbane citizens can vote, you can become a citizen in many ways if you wish to be one:
Ownership
Secondary Owners
To avoid the complications like the Seahorse Inn, I think it would be a wise idea to have secondary owners. These would be people appointed by the real owner of land or a building, who will take responsibility of the land or building if the original owner no longer can, or is no longer around. This will be more formal, the owner will register themself and the secondary owner, for organizational purposes. It would be preferred if the secondary owner is someone who can be found easy.
So it would work like this,
Primary Owner: A guild, group, or person
Secondary Owner: A single person who is responsible for the land when the current owner cannot
Future Auctions
For future auction, only a citizen of Trollsbane can win the auction to gain ownership of the land. This does not count for past land sales or current buildings. If a non-citizen wins, then the auction is void, unless it is sold to the highest bidder who lives within the town.
Removal of Ownership
Ownership of land or non-public buildings (ex. The shop) can be challenged if they do not pay taxes within a reasonable amount of time. Arrangements can be made if the owners are active, but the tax is too burdensome on them at the time. (This is a change from the current policy, which calls for fines, and possible jail time, I think that is too extreme and intimidating, and unwelcoming overall)
Selling Back Land/Buying Land
Owners can sell back their land/buildings to the government of Trollsbane. Citizens can also try to buy land/buildings, and citizens can get a discount for living within Trollsbanes.
Taxation
Taxes can be collected from owners every 6 weeks (2 RL Weeks), and will be dependant on the income of the service or building, or the size if the previous does not apply. Taxes should always remain within the reasonable level for the owners if they are active and caring for their property.
Removal of Ownership discussed before can also occur if the owner is inactive and refuses to pay tax over five weeks straight of non-payment.

If this is for future buildings only, i vote yes. If it is for all current standing buildings, then no

Secondary Owners
I agree with this law. This system will help owners maintain control of buildings in the event of a sudden, or unexpected departure from which they may well return. However, an owner should, of course, have the option to not appoint a secondary owner.
Future Auctions
I disagree with this law. I see it as a needless limitation imposed for the sole purpose of forcing individuals to register as citizens of Trollsbane. Further, this law will reduce the pool of those eligible to purchase buildings, which in turn reduces the pool of suitable owners, and perhaps the amount of silver to be spent on the structure. Finally, allowing those who are not citizens of Trollsbane to purchase property will draw more individuals to the town.
Removal of Ownership
I agree with this law. It seems to encourage the ownership of property, and reduce idle land holding.
Selling Back Land/Buying Land
I abstain from voting in regards to this law. Without more specific information about how ownership is passed from one owner to the next, I cannot make an informed choice. Given that they have purchased the structure, rather than renting it, owners should be able to pass ownership directly to the next owner with little to no additional fees, including a second auction.
However, land and buildings should be sold back to Trollsbane if the owner desires.
Taxation
Taxes should be collected more infrequently, every 9 weeks (3 RL weeks).
In addition, I would like to suggest that building sales continue to occur in an auction style, with the starting bid decided upon by the government of Trollsbane. These auctions would ensure all interested parties had an opportunity to purchase the structure, and ensure the best price was attained.

Owning land in Troll's Bane shouldn't be reserved for citizens only. This will hurt Merchants who want to set up trade beyond territorial borders.
I see no reason why citizens should not get advantages over non-citizens, but giving outsiders no chance at all will just scare them away.

Therefore citizens of Troll's Bane should be given advantages over non-citizens. The advantage just shouldn't be that citizens may, and non-citizens may not own. You are hurting yourself by not allowing foreign money to be invested in Troll's Bane.
Also I am still wondering how you set your citizen list up.
I for my part have lived in this town for years, safe the times where important matters called me away, I somehow seemed to have slipped from the list while people who do not even live here and have been removed on purpose by past governmental institutions somehow are on it.

Let's cut the bullshit. I have a great policy, one that I know our current 'governance system' would gladly purport, and most of the townspeople would, too. Anyone performing private and discreet favors donating to the overall satisfaction of Our Illustrious Governor while he beds but doesn't sleep, for all those who catch my drift, shall be granted under-the-table tax cuts. Donations include but are not limited to performing right-hand-man jobs, in whatever sense the portrayer will take it.
