When signing up for a forum account, it should have some text stating the normal amount of time needed for char responses and such, to prevent 50 of them within two days. To make sure it's read, have a quiz afterwards ;).

Instead of doing a hugely time consuming quiz, people should be directed more towards the FAQ and other stickies on the account board. Send the links to the various topics in the account mail along with a stern, "Don't post xyz...unless you have waited for 123."

it woudnt be time consuming, even something simple just to make sure it's read like:

Which of these aren't supposed to be posted:
a) Threads talking about technical problems
b) THreads asking how long it takes foir an account to be accepted
c) Threads that talk about cheese.

Even if the answer is obvious it means they will have to know that that isn't allowed.

a) only on technical and off topic
b) only on newbies and account
c) only on off topic

One problem: Those who ask "OMFG, HOW LONG?! LOL" usually do not read much, thus, just give them the link to the FAQ and that's it.

Or maybe add something to the Homepage and/or the emails which are sent when going through the applications process.

Yeah best thing would be to just add something on the email application page saying not to ask about how long it takes, and such things.

Added to that we should not make any replies to such threads. Leave it to a GM/Mod to PM the poster with a polite note to delete the thread. Email and PM should be used for such things.

You receive no confirmation after sending the application. If you've chosen a bad name, your mail will simply be deleted. It's your responsibility to avoid mistakes here. It can take up to 10 days till you get an answer. If nothing happens after this time, you can politly enquire what has happend.
It should probably be the first link listed. ;)
