Is there a hotkey program I can use in illa and is it allowed to use one?

Uhm..what about F2 - F6?
You can use eg. Ctrl+F2 to save a text on F2.
Then just use F2 to say / emote the text saved on F2..

I hope I didn't missunderstand you.

Alt+Ctrl+F2 etc. = Secondary binding.

The F-keys are just for text, so you don't have to type #me is a man with a large scar and a bla bla bla every single time.

Hotkeys for other things such as 'macro to stay pging for me' is specifically prohibited by rule 15 , as can be seen below.
