As far as I understand the law, thiefery itself is always a light offence in Troll's Bane, regardless the victim is citizen, resident or outsider.

I doubt that a citizen or resident is allow to steal from outsiders! Maybe an outsider's property is not protected by law, but the crime itself will be punished with a fee?
I guess more official clarification is needed here.

I know the sentence you quoted, but as I said: I hardly believe that citizens and residents are allowed to steal (from outsiders)! So, more clarification is needed here - the law is unclear! And it is also important for you as the guard captain, so better ask Governor Cromwell.

Fellows, even though the law stipulates such things, I will make it my solemn duty to uphold all laws towards any man, woman, race, or child of any city, faction, or other guild that is not affiliated with Troll's Bane. I only know half the citizens anyway, so it shouldn't be a problem for me.

After being asked to reveal his concealed features and identify himself, and refusing to do so, the man looking like [[ 880251*** ]] was escorted out of town and asked not to step in unless he identified himself.
After being spotted in town once more, he was fined 3 silvers for disobedience and obstruction of justice, then agreed to identify himself, but failed to introduce his name.
No other punishment shall be issued.

ich spreche die neue Sprache nicht besonders gut. Doch ist diese Angelegenheit zu wichtig, als ein Missverständnis durch mangelnde Sprachkenntnis zu riskieren. Ich hoffe, es findet sich jemand, der die Güte besitzt, dies hier zu übersetzen.

Ich bin mir nun nicht sicher, ob Eure Gesetze nun nur den Bürgern und Einwohnern der Stadt Schutz bieten, ich verstehe sie leider nur schlecht. Doch hoffe ich, Ihr bietet wehrlosen Kindern Schutz, die diese Entscheidung noch nicht treffen können. Wir fanden einen kleinen Jungen, von vielleicht grade einmal 14 Jahren, nahe dem Handelshaus. Er war von Peitschenhieben zerschunden und vollkommen ausgehungert. Er wurde ins Hospital gebracht und dort versorgt. Er sagte, sein Name sei Sayoran und sein Sklaventreiber habe ihm dies angetan. Er war völlig verstört und verängstigt.
Ich bitte Euch, ich flehe Euch an, gewährt diesem Jungen Schutz in Euren Mauern! So denn Euch an Gerechtigkeit liegt, lasst nicht zu, dass jemand ein Kind so sehr schindet!
Ich vermag mich seiner leider nicht anzunehmen, da ich kaum für mich selbst zu sorgen vermag. So, bei den Göttern, zeigt Güte und Erbarmen und schützt dieses arme Kind!

The two orcs looking like ((1462******)) and ((9510****)) introducing themselves as 'Karl Salameh' and 'Jason' are indefinitely banned from Troll's Bane until they give out to the guards to be jailed for a period of 15 days.
They are not under the protection of Troll's Bane's law, they can be assaulted, killed, robbed, etc. without any risk of perpetuating their aggressors.

name of 'Richard Martins', a brown haired tall man, who can occassionally
be seen in red robes, and can be recognized by the odd but notable golden

Today two boys tried to rob me when I grinded some grain. After they realized that a working man does not carry tons of silver they demanded my cow. Of course I did not want to hand my lovely Betsy so I rejected them. The one then tried to knock me out but they were terrible at using their weapons. I taught them behaviour but still I would love to report them. Boy number one looked like ((....0035)) and boy number two like ((....1282)). As far as I saw it they used a mace or hammer and a sword.

Heute wurden in Bane 2 gesuchte Verbrecher gestellt.

Der Erste Zwischenfall war die Ergreifung des Orkes, bekannt als Pranck. Er wurde von magnus magnol von der Farmers Union gesucht. Er jagte ihn von Greenbriar bis nach Trolls Bane. Ich half magnus bei der Ergreifung, ebenso ein Bürger der Stadt Bane, ein Elf, dessen Namen ich leider nicht mehr weiß. Der Ork entzog sich aber dem Zugriff und konnte nach seiner schweren Verwundung erneut fliehen.

Der Zweite Zwischenfall ereignete sich in den Abendstunden. Eine Echse die mit (156.....) umschrieben werden kann machte sich mehrerer Verbrechen schuldig. Diebstahl, in mehreren Fällen, Bedrohung, in mehreren Fällen, Widerstand gegen die Stadtwache sowie schwere Körperverletzung. Die Echse konnte, durch Stadtwache sowie beherzte Bürger gestellt und verwundet werden, floh anschliessend jedoch und entzog sich einer ordentlichen Verhaftung. Bürger Banes seid auf der Hut! Sollte ihnen die beschriebene Echse begegnen melden sie dies sofort der nächsten Stadtwache.

Greetings!

Today two criminals got cought in Trolls Bane.

The first incident was the seizure of an Orc known as Pranck. He was searched by magnus magnol from the Farmers Union. Magnus chased him from Greenbriar to Bane, where he was cought. A Citizen of Trolls Bane, an Elf whose name I forgot by now and I where aiding Magnus Magnol since that Orc is known to make trouble and firebug. The Orc got badly wounded but could flee again.

The second incident occured in the eveninghours. A Lizardman described as (156.........) was reported for several crimes. Theft, in several cases, harassment and threatening citizens, heavy assault and resistance versus the guards. The Lizardmen was cought by the guard and couraged citizens and got badly wounded. He could not get injailed since he fled again after his wounding. Citizens and Denizens of Trolls Bane beware! Should you encounter said Lizardman report to the guards as soon as possible.

The elfess starling has been locked up in the interegation room, due to refusal to be placed in one of the cells. Leave her there. She is a criminal, and will be dealt with smoothly.

Many complaints have been forwarded to myself.

Her crimes are that of attempted murder, breach of the peace, and conspiracy to pervert the course of justice.

She dealt these crimes with the man people are calling 'raven' or to the rest of us, Richard Martins.

Do not set her free, she will be dealt with by myself, if more information is required send me my dove...

Stand ready, as Richard and few others are still plotting against us and the town, harming almosty everyone they come across.

I suggest death on arrival.
