THE TOWN GUARD AND MILITIA OF TROLLSBANE

I. The Town Guard

The Town Guard is made up of the professionals, who shall receive a regular pay for their services. The Town Guard is primarily responsible for the defence of the town, as well as executing the orders of the Government and upholding the laws of Trollsbane. They are in service all the time, unless said otherwise. The tasks of Captain and Lieutenant of the Guard can only be performed by Citizens. Governor Cromwell is the supreme commander of the Guard at all times.

All those who served as guards under the other governments should be in contact with the Captain and the Governor if they want their position (and the appropriate benefits) back.

II. Payment and Ranks

The guard and mercenaries are entitled to a pay for their services. They receive a pay once in a month. The pay they receive increases as their experience and time served in the guard increase. Inactivity or failure to perform duties will lead into revokation of wage. The wages may be subject to changes.

II.I Troop Ranks and Pay

A Recruit
A fresh recruit of the guard. He must do his best to learn the laws, how the guard works and how he should behave in each situation. He will be trained by his comrades and commanders. The wage of a recruit is 5 Silvers per month.

A Guard
A person who has proven his ability as a warrior and can be trusted with the responsibilities of a guard. The wage of a Guard is 10-15 Silvers per month.

A Veteran Guard
A seasoned warrior who knows the tricks of his trade and is able to rely on his experience while performing the duties of a guard. He has served in the guard at least two dwarven months and/or proven himself as reliable man and a good fighter. The wage of a Veteran Guard is 20 Silvers per month.

A Sargeant
A true veteran of the guard who has served in the guard for at least four dwarven months. He has earned the respect of those serving with him and is able to lead them in the most surprising or difficult situations. He has established his reputation as a loyal man who knows the laws and as an exceptional fighter. There can only be a limited number of Sargeants serving at the same time. The wage of a Sargeant is 25 Silvers per month.

II.II Officer Ranks and Pay

A Lieutenant
The deputy and assistant of the Captain who can lead the men in war as well as peace. He must have a sharp wit and the ability to organize his troops. He knows the law, is a capable fighter and as a man loyal to the town and the governor. The number of Lieutenants may be increased if the size of the guard grows. His pay increases with experience, but the base is at 20 silvers per month.

The Captain
He is the commander of the guard and can only be overrulen by the Governor, or in some cases by the High Judge. He has to have the capabiltity to lead the men and organize the guard, while keeping the citizens and residents safe and the guard efficient and working. He recommends people who should be promoted to the Governor and oversees the recruitment of new guardsmen. His pay and benefits are negotiated.

II.III Specialists

War-Wizard/Healer

A mage who either specializes in causing destruction on battlefield or healing friendly casualities. His pay is determined by his level of expertise and knowledge. The pay begins from 10s and increases the more powerful the mage is.

III. Mercenaries

The town may be willing to employ Mercenaries as support of the Town Guard. All Non-citizens members of the Town Guard are seen as mercenaries. They receive reduced wage in comparison to citizens, but as long as they are not members of any other town, their citizenship-applications shall be viewed favourably. Mercenaries cannot become Officers of the Guard. Anyone interested in becoming a mercenary should contact the governor by letter. The pay which mercenaries receive is 75% of Citizen-pay. All Ranks/positions except those of a lieutenant and of the captain are open for mercenaries.

IV. The Militia

The Militia is a defensive branch made up of common citizens. Each able-bodied Citizen who is not in the Guard or the Government will have to be part of the Militia. The Militia is only called to arms in the case when the Town comes under attack (or during some other emergency). The government recognizes the fact that not every person is able to fight in defence of the town, which is why those people will be given the chance to serve in the non-violent roles which support the Guard and the Militia. These tasks include, but are not limited to Cooks, Healers and Fire-fighters. Governor Cromwell is the supreme commander of the Militia at all times.

Once again, the service is compulsory and failure to do so may lead to the loss of Citizenship. Sir Dantagon Marescot is appointed as the Captain of the Militia, and he is tasked with training and organizing the Militia under the direction of Governor Cromwell.

The members of the Militia are not entitled to pay, barring some unexpected situations. If a person who is in the Militia is trusted with some equipment in order to make it possible for him/her to perform his/hers duties, the said equipment cannot be sold, traded or given away under any circumstances and must be properly taken care of all times.

Only cripples, pregnant women and women with children under the age of ten (who are present in the town) are excluded from the service. The exclusion must be obtained with a separate application. For those who are citizens of other towns, there is also the possibility of paying 10s per month to receive a exclusion from the militia.

In the case of Emergency, the city of Trollsbane reserves the right to make any and all non-citizens who are present to serve in the militia temporarily.

EACH CITIZEN WHO IS IN THAT LIST HAS TWO (2) DWARVEN WEEKS TO CHOOSE HIS TASK IN THE MILITIA OR BE STRIKEN OFF THE LIST OF CITIZENS.
The possible tasks include: Archer, Man-at-Arms, Cook, Mage, Medico/nurse & Fire-fighter.

I regret to inform you that I am physically unable to participate in a combative role or heavy physically intensive role within the Militia. I propose however to undertake the task of 'Fire-Fighter', if this term implies transporting organic containers of Liquid Di-Hydrogen Oxide to a place of combustive material, thence dousing or otherwise depriving the source of an oxygen supply in a timely manner, then I accept this task. I shall require the necessary containers at your earliest convenience.

I shall inform you at a future date of other tasks that may be of contributory nature to the Militia of TrollsBane.

I have received information from more than one source about a guard speaking down to an orc and threatening him with jail time for doing little more than being an orc. I do not know who the guard was that did this and the informants names will be given to no one. Making false threats that involve legal punishment will not be tolerated. Neither will unwarranted legal punishments.

-To clarify, I am accusing no one of anything. I just asked if this happens, it stops.

Govenour Cromwell,

It would be appreciated if you would have allowed me to set the list as I am the captain of the militia and not you. Consern yourself with goverment maters, not that of the military as that is not what you were voted into office for.

As for the milita, I wish to know who is a crafter and who isn't. You will still have to fight, but I still wish to know what your craft is. Also if you do not have a craft do not worry, I can put you to work or help to find work for you.

To begin, if you do not have a weapon, find one. If you need a weapon try to seek me out or ask around. Start with pigs and save all of what you are given. Cook the meat, dry the leather, and cut the entrails into thread. We may just be the milita, but we can still do good for the town. We can work as a unit, as any town should, and benifit from one another.

As the milita, the work will be horrible, there is no pay dispite it being an abosolute servitude to the city, expect that what you are given by the town will not help you in battle. Therefore, we will help each other. Therefore we will gather materials together, work together, and thrive together.

Finally, as I know one person on the list who will not fight as it is not part of her codex. I ask Achae Eanstray, if she so excepts it, to be the town medico as it is her talent and will benifit the town.

Speaking of weapons. If you are in need of a blade, I will issue out two per Troll's Bane citizen that approaches me per month. No more will be given by me unless you hold the position of guard or Bane is in need.

A dwarf was beaten down in Troll's Bane today by three unknown men. I was able to beat one of them down and he is most likely jailed. The three other men are at large still, managing to run away. They claimed that they had "no quarrel with humans, just dwarves that wish to take over their town". I urge all dwarves to be careful when in Troll's Bane until we investigate this matter further.

I, Jorokar Sladrir together with Sir Dantagom Marescot have talked to this convicted man who was, as Julius already claimed, beaten down by him. This unnamed man has openly admitted he initiated the assault against the dwarf. It was also clear that the victim dwarf did not pose any threat to this man.

The criminal has refrained from revealing his name to the Guard, and has also offered an extent of resistance to his punishments.

Sir Dantagon Marescot, the Commander of the Militia, has decided upon a 1 dwarven week ban for this man from Troll's Bane. He is therefore forbidden to enter the ground of Troll's Bane until the 2nd of Mas.

The description of the man is as following: (( 887440xxx ))

Report immediately if he is sighted in the town.

I will not do anything to protect a citizen of Silverbrand, even if inside the walls, as long as they keep threatening the town of Trolls Bane.

And what if the dwarf was not a citizen of Silverbrand? Not all dwarves agree with Silverbrand. I see no reason that a peaceful crafter who happens to be a dwarf should be attacked just because he is a dwarf.

Don't talk to me about that. Talk to who ever changed the locks without telling the rest of us. Who it was, I do not know for sure, but I am certian that once we get the correct keys and he breaks his ban (which he made certain to tell us he will), he can be jailed.

Read them here

The guards should learn the laws as soon as possible. Note, that different criminals will be given different punishments, and I trust your judgement enough to give you all a considerable freedom in punishing criminals according to the situation.

I need to order to remove my name from the list of the militia. If it has the result, that my name also get removed from the list of citizens, i can agree with that.

But than leader of the Grey Orders and an autonome territory, i can not stay for Trolls Bane in the same way.

My role in Trolls Bane still is to be an advicer, a passive citizen, who takes care, that rulers get elected.

But i am not a fighter for Trolls Bane. This role is ready defined in the contracts between the Grey Rose and Trolls Bane.

Ethan Galan and Torvald Brassbeard say two cloaked humans (1333) and (1716) attempted to rob them, before they came back into town to get help. Neither man committed a crime in my presence and they have not been convicted, but they also failed to defend themselves when questioned, so use caution if you see them.

Actually, Neither man committed a crime at all. Since Ethan and Torvald are not citizens or residents of Trollsbane, As stated by law III.II F

F. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be considered as Robbery in terms of the Law. When violence is used the crime has to considered as assault or attempted murder and robbery. It should be noted, that only citizens and residents will be protected against Robbery.

They are not protected from Robbery on the territory of Trollsbane.
