Dear Tjalf,
As far as I know, there is an internal power struggle within Caelum. At this moment, the citizens of Caelum have voted Sir William Elderberry out and decided upon Sir Cawdor as the sole leader.
A friendship and partnership between the two leaders has now become dissolved for various personal reasons.
It is an internal matter for Caelum. As a county, any of the member cities are 'independent'. There is nothing Greenbriar or the County can or should do in this situation. It is the will of the citizens of Caelum.
I hope this explains things.

I don't think that this new town should be treaten with hostility..
we must not see them as a foe because they did nothing to us.
We have no right to treat them with hostility, even if they wrongfully claimed the land.

Not only by whom you refer to, but also by the citizens of Greenbriar. Had the citizens of Greenbriar and of the struggling-to-be-formed Caelum not voted also, Avalyon would not be in the position he currently holds.yes, you were voted for by part of the people. by the other slaves of those crawly things under the mountain.

I believe also, that if the citizens of the County of Briar do not like the way he is performing in his duty to represent all of the County of Briar (not only Greenbriar or Caelum or the Haven), then they have the right to call for a Vote of Confidence. If that vote does not go in his favor, he will be removed from his position.
Please to not insult the County Councilman by proposing that he is not in his position rightfully. It is an insult to all that has been worked for in creating a fair governance over the County of Briar.
As I have stated before, Avalyon's job is not to represent only Greenbriar, but the best interests of the other members of the County, and that includes the Haven. I hope I have made myself clear.

I am very sad to see a member of our community leave. I never met you but a loss of an individual of Greenbriar is a sad thing indeed. I would also like to say that I met Avalyon once though he did not know me. We never formally introduced. I was told it was him by another. He seems to have a good head on his shoulders and is very polite and courteous. He may be termed evil but we are all evil deep down inside. Some try to mask it by saying they fight for justice but they still perform evil deeds in their "heroic" crusades. I would also like to state that Richard Martins is termed evil but I have met him and spoken with him concerning Greenbriar and he was a great help. I wish you would meet with these people Master Kormson before you make impressions of them based on what you have heard. I do not ask you to come back to Greenbriar though you would be most welcomed...but I feel that people judging people before they get to know them or the reasons that drive them is very sad indeed, and is a major cause of most disputes. Please consider my words with my sincerest wishes of good will towards you and anyone else that feels the same way as you.

i settled down at the quietest, most friendly place, i had found on the whole island of gobaith.
the county of briar of today has nothing in common with that.

I regrettfully write this note to tell you that Neela Rabenfeder wishes to step down from her position of Alderman of Greenbriar and Forester of the County of Briar. I have enclosed the note she wrote to me in response to an issue I wrote to her about:

I am sorry that you feel Greenbriar is no longer the peaceful place you envisioned. There may be others that feel as you do. In that I have failed you and I apologize.
I too came to Greenbriar long ago, thinking it was the most peaceful place in Gobiath. Fate can be cruel. Not long after, we faced the most uncontrollable Evil since the former Empire of Darlok. What could we hope to do, when even mighty TrollsBane was, and still is, powerless against it.
When two Lords asked for an area to build a future town, we granted it to them in the hopes that we would be stronger together than separate. Thus the "County of Briar" was born. We had high hopes that we could find a way of government that everyone could abide by.
It was challenged when Occulte Nocturnalis was formed within our borders. Either test the dream, or face war, those were our choices. As it turned out, the form we had worked out with Caelum, also was agreeable to Nalzaxx. The dream had passed the test.
It continues to be challenged today. Leaders of the towns will come and go, sometimes peacefully, sometimes in strife, but the dream of a united county must survive. If we three cities cannot cooperate and come together, as small as we each are......what hope has Gobiath?
Shall we face endless wars and strife, or shall we continue with our grand experiment? The county isn't just some "tool" of the Temple, myself or anyone else. It is a dream, that someday we can all live in peace.
I won't be Mayor forever, nor would I wish to be. As my friend Henry is fond of saying, "Greenbriar is a small ship in a Hurricane, but her Captain has guided it well" If we can leave a legacy of peace, after all that fate has dealt us, I will die a happy man.
I ask that you all stand with Greenbriar. The 'storm' will pass.

I'd like to welcome Arnold Winkelried as a new citizen. Arnold has visited often, speaks the old language and some new, and has decided to settle down here. Let's welcome him.
I also want to remind everyone that our first "Town Hall" meeting will take place at the 11th hour on the 18th of Chos ((Tomorrow at 2100 GMT)). We now seem to be the only democratic city in Gobiath. I plan to keep it that way. The town meeting is for you as citizens to express yourselves and recommend changes. Hope to see you all there.

Dear Citizens,
Our first town hall meeting went very well, and is a shining example of democracy in action.
After Introductions, citizens offered ideas about changes and improvements to Greenbriar. Two changes to the "Lumberjacking" section of the law were proposed. Anfala suggested 2 trees replanted for each one that dies, and Pia suggested only harvesting conifers on the forest edge (See Laws). Both proposals were voted and adopted. Both Xonogor and Pia offered to replant trees for any who ask.
With the workshop near completion, and the next year about to begin, suggestions were taken concerning the next project for the town to work on. Some ideas were a University, a Hospital, Apartments to rent, Hobbit-homes, a pig-pen and sheep. Due to the expense of these many ideas, discussion ensued to prioritize them. The priorities were made and voted. The results are:
*The Town shall construct a small Clinic/Apothecary next to the cross on the North side of town. We shall ask the druids of the forest for assistance to build and maintain it. It shall be a place to help the sick and wounded. (On a side note: Perhaps Floro may condust business there instead of the fields as an Alchemist)
*At the same time, the town will construct an enclosure for Pigs and sheep. Farmland is great, but Livestock cannot continue to roam wild as they have been. As a community, we need to control our livestock better to make them thrive.
*Finally, it was decided Greenbriar is much too small currently for more homes to be built. With the citizenry expanding at a robust rate, Greenbriar must plan for expansion to accomodate all of its citizens. It was decided to expand the Borders of Greenbriar to the edge of the forest on the west, and north and south about 300 meters. The town will also construct a new North-South road on the other side of Briar Creek to make room for individual Hobbit Homes (Underground warrens) to be built near the forest hills. Individuals will construct and own them. Hobit-homes are 'hidden' and will be a way for Greenbriar to keep that 'Village' feeling while providing more homes. Details will be decided at our next meeting.
Once these projects are completed, then we will consider constructing apartments for citizens to rent, and a possible University.
The meeting then was postponed due to lack of time. We will continue discussions in three weeks.
I wish everyone to be safe during Mas. In case of emergencies, use of town hall is permitted, which can be locked to protect those inside. See myself or Alderman Rumil Togrin if this need arises.

Da die Werkstatt fast vollendet ist und das nächste Jahr vor der Tür steht, wurden einige Vorschläge bezüglich des nächsten Projektes unterbreitet: Einige der Ideen waren eine Schule/Universität, ein Hospital/Krankenhaus, Wohnung zur Miete, Hobbit-Häuser, ein Schweinestall/-pferch und Schafe. Aufgrund der Vielzahl der Ideen sollte in einer Diskussion die Reihenfolge festgelegt werden. Die Reihenfolge wurde bestimmt und es wurde darüber abgestimmt. Das Ergebnis der Abstimmung lautet wie folgt:
* Die Stadt baut ein kleines Krankenhaus neben dem Kreuz im Norden der Stadt. Die Druiden des Waldes sollen um Unterstützung bezüglich des Baus und der Unterhaltung gefragt werden. Das Haus soll ein Platz sein, an dem Kranke und Verletzte Hilfe finden. (Nebenbei bemerkt: Vielleicht sollte Floro als Alchemist im Krankehaus statt auf dem Feld arbeiten.)
* Zur selben Zeit baut die Stadt eine Umzäunung für Schweine und Schafe. Ackerland ist großartig, aber das Vieh sollte nicht weiter frei herumstreunern. Als eine Gemeinschaft sollten wir eine Auge auf unser Vieh haben, damit es gedeiht.
* Schlußendlich wurde entschieden, daß das jetzige Greenbriar viel zu klein für weitere Häuser ist. Mit einer rasand ansteigend Zahl an Einwohnern muß Greenbriar die Erweiterung der Unterbringungsmöglichkeiten planen. Es wurde beschlossen, die Stadt nach Westen zum Waldrand hin, sowie nach Norden und Süden um jeweils etwa 300 Meter zu erweitern.
Die Stadt wird auch eine Straße in Nord-Süd-Richtung auf der anderen Seite des Baches Briar bauen, um Platz für Hobbit-Höhlen zu schaffen, die in der Nähe der Waldhügel errichtet werden sollen. Individuen wreden diese Höhlen bauen und besitzen können. Die Höhlen bleiben versteckt und werden den Doftcharakter von Greenbriar aufrecht erhalten und zusätzliche Unterkunfte bereitstellen. Einzelheiten werden auf der nächsten Versammlung bekanntgegeben und es wird adrüber abgestimmt werden.
Sobald diese Projekte abgeschlossen sind, wird über den Bau von Mietwohnungen und die Einrichtung einer Universität nachgedacht.
Die Versammlung wurde aufgrund von Zeitmangel verschoben. Die Diskussion wird in drei Wochen fortgesetzt.

Lieber Rat und liebe Bürger von Greenbriar
Es war mir eine Freude und eine Ehre als Neubürger an dieser Versammlung teilzunehmen. Leider litt ich zu jener Zeit an Schwindel die bis zu kleinen Ohnmachtsanfällen sich steigern konnten. Deshalb war ich nicht immer mit all meinen geistigen und körperlichen Kräften gegenwärtig.
Ich danke unserer Mitbürgerin Pia für ihre Arbeit als Sprachvermittlerin.
Ich danke unserem Rat für die gute Leitung.
Ich würde aber gerne noch informiert, was es mit dem ortsteil Caelum auf sich hat. Was wird dort wann und wieso und von wem gebaut?

The Owner may rent, lease, sell, occupy, decorate or use in whatever manner they see fit, excepting any restictions on said property.
Restrictions:
The property may not be sold to non-citizens of Greenbriar.

I have already collected the Boards and the Grain, however we need the help of local farmers to grow the onions and tomatoes necessary.
The ores ordered will go into the “Treasury” of Greenbriar, to be purchased or traded by any of our citizens for their use in our new smithy. Aldermen Rumil, Foraker and myself will equally hold onto these resources. Anyone donating Tomatoes, Onions, Grain or Boards can also expect their fair share of these ores.
This will not be the only order we make, and there will be plenty of opportunity for our farmers and woodsmen. This is exactly the kind of economic growth our new workshop was intended for. May we continue to progress in hope and prosperity!
