Stephen did not try selling the tavern, he have only said that it could be sold in case of inactivity, in a long time. It will be taxed like every building owned by someone, and they money from it will be used to pay the guards and build more buildings. I can clearly see who the idiot is here, not even having the courage to sign a piece of paper.
