No Create Character button?!

hi i need help with this when i double click on the icon and the screen that sead "ok" Then "cancel" but there is no create character button please help?

You need to create your character on the web based account application form. You can do so after your account has been accepted.

Firstly he need to read a rules. I think he isn't if he ask that question.
