the best thing would be to just ban the crackheads. Most of them don't give shit about rp and thus they really do not belong in this game.

the fact that you most of the time don't see the cowards name is a big problem. You can't just run around killing every "someone" just because you were PK:ed by one.

The NPC-police sound really good but I think it would be better if everyone had a reputation and they went after people with a bad rep (the criminals).  

If they go after anyone who kill someone they will go after you even if you only defended yourself succesfully against someone.
