I am no friend of stupid killings, but I will tolerate it for now. But there is a way to kill RPG like, and without taking the fun of the game for the others.
1. If you kill, you should take in concideration, that you can die in action too. Right now, the death is nothing to worry about, because you loose nothing, but RPG requires you to worry about that anyway. It is an abuse of the game system to accept the death only because it doesn't hurt you.
2. There are players, that like to take part in a little hunt and fighting. It would be a good choice to choose that players and leave the others alone. It would be more fun to play with them (unless the only thing you want is hurt the players behind the characters).
3. Because a murder could be caught and made responsible for his actions, he should think before he attacks someone. Simply attacking anyone, because you are "evil" is no motive (or you play insane, but people without mind can't be evil or good - ever seen an "evil" horse?)
4. It would be nice do do some roleplay before attacking (or while attacking) your opponent. You could accuse your enemy or call him names. Sentences including f*ck and other modern words have nothing to do with roleplay. Imagine some medival expressions.
5. Stay away from newbies or people much below your strength, if they don't wan't to take part in your "roleplay".
6. After all, the administrators of theis server can delete any account or decrease any skill if they feel it is needed. No reason or warning is required.
In the next version the skills will degrade by time and death and it will be easier to inflict damage, so it won't be easy for murders to maintain their strength if other characters group up against them.
A while ago, some people wanted to suggest some rules on roleplaying and behavior (in game/board). I never heard any suggestions so far. As long as there are no rules, no one can enforce them or judge other players for not following the non-existing-rules.

In this Case, I would declare, the Laws of the Zircle of the Grey Rose Territory, depended on their Codex, in (bezug???) to the right to Kill, when it is given.
§ 1
No newbie kills. Killing newbies is not allowed. Newbies are the first days helpless and weak, so dont kill them. If they provoke you, until highest provocations, you may hurt or kill them, but thats just why you got a reason. Killing Chickens is not a reason.
You may arrested for 5 day, because of killing chickens
§ 2
Killing without reason would not be tolerated. As long as the Knight Circle of the grey rose watching the streets of their territory, we dont accept playerkillers, who kills without affect to the game. If a character does handle it with Roleplay, it may happen, but really reasonless killing would be hounored with 10 days arrest.
3 §
War declarations. War may happen as consequence of Provoke or different Intrests. In case of war, only the Guild or the Groups should meet out of the town on fiel, to save, that no unguilty is hit by a arrow or sword of the Warriors.
If a war happens on territory of the Grey Rose, inside of a city, the grey rose may attack as the 3rd Party, too.
Everyone who`s catched then, will be arrested for 1 hour, to save the Landfrieden, to save peace in streets.
This are the 3 Paragraphs of killing, made of the Grey rose, a Part of the Grey Order,. Formely this Paragraphs are handbooks for ou Guards how to react in some sitiuations.
As long as the Grey Order dont declare those Paragrahps to their own, they got nothing to do with it.

As far as these laws go, they do fit the order of the grey light. But there are persons within the guilds who do not want fights, these are civilists, not fighters. So a War between Guilds should be worn out between the fighters of that guild.
Do not make too many laws, Sturm Feuerklinge. These against killing are acceptable.
Think of punishment for the following crimes :
-killing a newbie without reason
-killing newbies repeatedly ( that means over and over again ) without reason
-killing roleplay way ( very low punishment, perhaps with a court of law ) (and not again and again!)
-calling others with bad words that belong to modern bad languague ( demonic words, low punishment )
More may not be needed until now.

Well how bout you add reps and npcs(police)that are farly strong.And they might have to use magic unless you make it so they can break through the max parry skill.

NPC police, thats a great idea...
That could be rather simple...
When a player is killed by another player the NPC go after the killer, thats simple enough.
Yes they should be quite powerful and only beaten by a group of evil guys.. that may work also... that way police arent all powerful and more than one NPC so maybe they group and if you kill a NPC cop than you are an outlaw and will be hunted on sight.
Hows thaty sound? So bad characters will be hunted but not constantly, only in town or on sight and they have a possibility to survive.
NPC's however should be able to use items such as potions. That was perhaps a lawful citizen donates 200 potions to the police and using AI it uses it when needed until death. Once dead the killer may gain the potions?

The NPC-police sound really good but I think it would be better if everyone had a reputation and they went after people with a bad rep (the criminals).
If they go after anyone who kill someone they will go after you even if you only defended yourself succesfully against someone.

The NPC police force has its merits, but also its drawbacks.
First of all, if two PC's mutually decided to duel, would the police still seek out the victor as a murderer?
Second, what would the police accomplish that PC's can't? There are some pretty powerful PC's around, and they seem to travel in groups.

Like it was said here, a computer generated police can't decide, who is the victim and who is to be arrested. Look at the poor computer intelligence, the monsters hardly find their way around a tree.
A player police wouldn't have these drawbacks and would additionaly give players something so do.
