Locking Inn rooms

Since locking up the Inn rooms and paying every night for a room isn't practical I would like to request other alternatives.

All room Inns have a rental fee, this in all the towns also.
Possibly a monthly fee for some that wouldn't be unreasonable.
Put a depot in another place that can have some roleplay.
Again unlock the Inn rooms for the roleplay of travelers and now druids with patients.
Other suggestions to promote the roleplay and to be fair to the outlaws that stay there.
