Static tools doesnt work

I have that bug that means static tools don't work on my char Zimri Silverchest. When I use any tool, bar with options show but I cannot use any option. I have normal laptop with windows 7.

Zimri i know this sounds wierd but do you click on the little arrows before the word (options) or on the word ,if on the word it wont work.
I got caught this way when it changed, try clicking on the arrows only.
