Alchemy Skill...

Has the alchemy skill been removed from the game? I can't find anyplace the mortar creates anything but dyes...

Yes it has as far as I know.
To make drinks, you use the cooking/brewing skill.

Older chars still have the skill listed but can't make any potions... the ability to make has been removed.

The skill is disabled. Some still have it, but its completly useless.
The druids system will replace the potion making stuff. But the time until the currently running development at this system will take, is completly unknown.
