A rather simple proposal.
An item called dice (I know, there's no graphic for that yet).
If used it randomly picks a number from 1-6 and does a forced emote showing "<character> rolls the dice."
Now there are two ways (atleast what I can think about) how to show the result:
Just add the result in the forced emote "rolls the dice. It rolls 1/2/3/4/5/6"
(easy to abuse though as one could just type a #me himself and claim it's true)
Or alter the item so it shows "You see dice (1/2/3/4/5/6)" when laid down on the ground. (Still easy to abuse, if someone has all 6 dice items in his pocket he just shows the one he wishes to show. On the other hand though, if the dice is being used while lieing on the ground, things should be easier as then they're not that easy to fake).
Benefit?
Gambling, shady mysterious figures get something other to do than pk or run around towns cloaked ((that was a joke alright)). Lotteries, oracles that try to predict the will of the gods by rolling the dice (to put it simple, some roleplay would certainly derive from dice being an in-game item).

Furthermore after having a Forum Search (on the proposal board) for "dice" yielding no results for a thread that has already covered this topic I decided to post this idea.
Your proposal how to show the result is quite nice though Hadrian, better than mine.

would it not be the best, to write a "simple" NPC, who listens to numbers said, and answers with "me rolls a dice. it shows X 'you won!' "
or "me rolls a dice. it shows X 'you lost!' "
and doubles or takes away the sum of money, the char holds in his hand?
with one dice it would be just 18 lines of script.
