Problem with treasure maps

I have some treasure maps that lead me to mountains, but there are no grass tiles on top of those mountains.
Is it possible to dig on top of the mountains? or in rock using a shovel? or do I need other tool to dig on the rock? (pickaxes don't work for this).

I don't know what to do about these treasure maps, maybe they're useless.

Probably, I have gotten ones that led to street tiles as well that I just tossed.

I have at least one right in the middle of a rock, I have assumed, these were not good also.
