The Government

Governor Edward Cromwell is the head of the Government of Trollsbane.
He is the supreme authority and has the power to decide over all matters of the town. He is aided by following people, who are part of the Government:

The Chancellor.
He will aid the governor in running the day-to-day business of the realm. He will act in the place of the Governor, should the Governor be unable to represent the town or make decisions.
The position has been offered to Duchan an Infarion

The High Judge.
He the Supreme legal authority in the town except for the governor himself. The High Judge is tasked with punishing criminals and managing appeals of citizens of residents when they feel mistreated by the guard. He will also aid the governor in reforming and keeping the laws of Trollsbane up to date.
The Current High Judge is Fooser

Captain of the Guard.
He is in charge of Leading the guard, Organizing it and keeping it working. He should make sure that the Guards are properly trained and equipped.
Dain Laiden is the Captain of the Guard

Captain of the Militia.
He is in charge of the training and Organizing of the militia-troops of Trollsbane.
The Current Captain of the Militia is Sir Dantagon Marescot

An Advisory Council also exists.
They are appointed by the Governor and have the right to be consulted during meetings. They should act as links between the Governor and the people. The current councilmen are listed below:

Die Regierung

Gouvaneur
Edward Cromwell ist der Kopf der Regierung von Trolls Bane.
Er ist die höchste Autorität und hat die Macht über alle Angelegenheiten der
Stadt zu entscheiden.
Er wird durch folgende Personen unterstützt, die ebenfalls Teil der Regierung
sind:

Der Kanzler.
Er unterstützt den Gouvaneur in der Führung der täglichen Geschäfte. Er wind an
stelle des Gouvaneurs Entscheidungen zu treffen oder die Stadt zu
representieren, sollte dieser dazu nicht in der Lage sein.
Diese Position wurde Duchan an Infarion angeboten.

Der hohe Richter.
Er ist die oberste rechtliche Autorität der Stadt mit Ausnahme des Gouvaneurs
selbst. Der Hohe Richter hat die Aufgabe Verbrecher zu bestrafen und Beschwerden
von Bürgern zu verwalten wenn diese sich durch die Wache ungerecht behandelt
fühlen.
Desweiteren unterstützt er den Gouverneur bei Reformen und hält die Gesetze von
Trolls Bane auf dem neusten Stand.
Der momentane hohe Richter ist Fooser.

Kapitän der Wache.
Er ist verantwortlich für die Leitung und Organisation der Stadtwache und hat
diese am Laufen zu halten. Er hat dafür zu Sorgen, dass die Wachen ordnungsgemäß
ausgebildet und ausgerüstet werden.
Kapitän der Wache ist Dain Laiden.

Hauptmann der Miliz
Er ist verantwortlich für die Ausbildung und Organisation der Miliz-Truppen von
Trolls Bane.
Der aktuelle Hauptmans der Miliz ist Sir Dantagon Marescot.

Einen Stadtrat gibt es ebenfalls.
Sie werden eingesetzt vom Gouvaneur selbst und können während der Sitzungen
konsultiert werden. Sie sollen als Bindeglied zwischen dem Gouvaneur und den
Bewohnern der Insel dienen. Die Ratsherren sind nachfolgend aufgeführt:

Laws and Regulations


I. General

Governor Cromwell is the highest legal authority in the town. He has the right to change the laws by decree, and even do so regressively if he sees it necessary. No announcement is necessary if the laws are changed. The Law is enforced by the Guard and Militia, and the enforcement is overseen by Governor Cromwell, High Judge Fooser and possibly other elements of the Government.

II. Appeals

A new feature is added and is available to Citizens and to a lesser degree, Residents.

When a citizen is accused and punished for a crime other than a light one, he/she has the right to make an appeal to the High Judge of Trollsbane. If the crime the citizen is accused of is severe enough, the case can be appealed to the Governor even after the decision of the High Judge. This is reserved for the most serious crimes only. Should the appeal be seen as valid, the Citizen may be entitled to monetary compensation and an apology. If a monetary compensation is seen as necessary, the exact amount is determined by the Governor and the Chancellor.

When a Resident is accused of and punished for a crime other than a light one, he/she has the right to make an appeal to the High Judge of Trollsbane. They do not have the right to appeal to the governor. Should the appeal be seen as valid, the Resident may be entitled to monetary compensation and an apology. If a monetary compensation is seen as necessary, the exact amount is determined by the Governor and the Chancellor.

Punishments given for light offences cannot be appealed under any circumstances.

The Governor reserves the right to overturn any judgement, punishment or release with his veto.

III. Laws
The Laws of Trollsbane

NOBODY CAN EXPECT TO BE INNONCENT UNTIL PROVEN GUILTY. WE CAN EXPECT THE SUSPECT TO PROVE HIS/HER INNONCENCE.

To punish criminals according to their status and graveness of the crime, the town employs several different kinds of punishments. These include but are not limited to: Humiliation (Pillory), Forced Labor, Fines, Confiscation of property, Imprisonment, declaring someone as outlaw or Execution (By hanging or decapitating).

Additionally, the governor may decide any other punishment he sees fit. There is no such thing as cruel or unusual type of punishment in Trollsbane.

Guards should note, that the near-minimum amounts in the guidelines apply for citizen or resident perpetrators in very, very innoncent cases. I recommend that you use the highest amounts for outsiders at all times. The fines are to be handed up the chain of command, all the way to the Captain of the Guard or the Governor. Note that you are not supposed to hand out all the punishments at once, but rather fine the person and then apply some other punishment.

Citizens should be, in some cases, be allowed to walk free after paying. Resident perpetrators should also be offered the way to pay their way out and then apply some banishment, instead of locking them up. Outsiders should be locked up when possible and fined. If they will not pay, lock them up for a longer time.

III.I Light Offences

Fines - 1-10 silvers, or up to the worth of the stolen item if it cannot be returned.
Banishment for: 1-5 days
Jail for: 1-3 days

A. Thievery
Everyone who takes property of someone else while acting against the owners wish or without the owner’s knowledge commits crime in terms of the Law. If the stolen products or materials have become a part of larger entity, have been used for the manufacutre/repair of a thing or cannot be reliably or without risking damage to the victim be separated from the posessions of the thief, then the victim may be entitled to be given complete posession of that for which the stolen materials were used for. It should be noted, that only the property of Citizens and Residents will be protected against thievery.

B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to commits a crime against the law.

C. Disturbance
Everyone who disturbs the calmness and peace in Troll’s Bane by any excessively repeated verbal or physical actions and continues to do so even after official warning, commits crime in terms of the Law. Guards should note that Citizens should not be implicated for this, barring an extremely strong disturbance to others.

D. Assault
Assault is a crime which involves attacking someone with one’s fists or wounding him to the limbs in non-lethal way (and without cutting off the victim’s limbs). Guards should note that only residents and citizens are protected against an assault.

E. Defamation
Everyone who purposely designs and spreads wrong claims to harm someone else or to have own benefit from doing so commits crime in terms of the law. The crime is especially grave if it involves unfoundedly accusing someone in the government or guard baselessly for committing a crime (Then treat as Category III.III crime). Only citizens, guards and others in position of authority are protected against this type of crime.

F. Conspiracy to commit a Crime
Conspiring to commit a crime is now a crime in itself under the law. Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he is subject to the exactly same punishment as he would get for doing the crime. (Treat as category III.I-III.III crime depending on the crimes)


III.II Medium Offences

Punishment guidelines for the Guard:
Fines - 10-25+ silvers, or up to the worth of the stolen item if it cannot be returned.
Banishment for: 10+ days
Jail for: 7+ days
Forced labor - ?
In the serious cases if the perpetrator flees, the captain of the guard may declare someone as an Outlaw.

A. Claiming false status to Authorities
Claiming to be a Resident/Citizen when you in fact are not is now a crime under the law. When this false claim is done by person who is accused of a crime, he/she can get double the maximum punishment under the law for the crime.

B. Giving false information to Authorities
Lying to the authorities is a crime under the law. When the authorities ask you a question, you should answer truthfully. The punishment varies depending on the magnitude of deception.

C. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law-enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.

D. Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.

E. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.

F. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be considered as Robbery in terms of the Law. When violence is used the crime has to considered as assault or attempted murder and robbery. It should be noted, that only citizens and residents will be protected against Robbery.

G. Threat and duress
Threatening a citizen or a resident with violence, or trying to force them into doing something against his will is crime against the law. Guards or other representatives of authority can never be charged for this without the approval of the High Judge. Residents are protected against threats or duress only within the walls of Trollsbane.

H. Kidnapping
Capturing or holding someone against his will is a crime against the laws. This does not apply to criminals and a guard or other representative of government is never committing a kidnapping. It should be noted, that only Citizens and Residents will be protected against kidnapping. (Kidnapping of a citizen should be treated as III.III crime)

I. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently severely wounded to justify that. Guards should note that Outsiders are protected against attempted murder within the walls of the city. (Attempted murder of a Citizen or a Resident should be treated as category III.III crime)

III.III Serious Crimes

If the perpetrator flees, he should be declared as an outlaw.

A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III.III crime until proven otherwise.

B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defence, it is seen as Murder in front of the law. ((OOC: Only Perma-deaths can be murder))
Anyone accused of Murder who doesn’t turn him/herself in immediately becomes an outlaw.

C. Arson and Damaging of property
Anyone who through fire or any other means, intentionally or unintentionally, damages the property of the town, an individual or a group commits a crime under the law. To encourage caution with fire, even unintentional cases of property damaging will be punished with fines. The minimum fine is 25 silvers but there is no upper limit.

D. Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason: Inciting a rebellion. Belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Trollsbane or assassinating a person belonging to or working for the government (or planning to do those individually). Anyone convicted of spying may also be punished for treason, and vice versa.

Revocation of citizenship, branding as outlaw, confiscation of property, extreme fines, a long period of hard labour or death by hanging may be given as punishments for treason, depending on the seriousness of the person’s guilt. All punishments for treason are handed personally by the Governor, or by the captain of the guard, should the governor be absent.


IV. Regulations

IV. I. Ownership of Property and Transfer of Ownership
All owners of buildings are forbidden from selling, giving, trading or renting their property to non-citizens or any foreign group without the written consent of the Government. The government also reserves the right to terminate the ownership/rent agreement with any such foreign person for any disturbance. The failure to ask for governmental consent may lead into confiscation of property. Citizens may sell, give, trade and rent the property to other citizens without the need for permission. However, transfer of ownership has to be announced to the government within a reasonable amount of time. Failure to do so may result in a fine. The government also reserves the right to acquire the master-key for all the houses within the borders of Trollsbane, should it feel that it is necessary.

IV. II. Land Tax
Each Resident/Foreign owner of property is now required by law to pay a monthly land-tax to the city of Trollsbane. The tax is 20 coppers for each square-yard ((tile)) of the house per month. Failure to pay the land-tax may lead to confiscation of property. Some contracts which make buildings free for public use may negate the need to pay the land-tax. Should a building building be owned by group of people where some are citizens and some are not, the amount of necessary landtax is between 50-75% of the normal amount. The tax-sum will be rounded up to the next 10 coppers for the purpose of easing the tax-calculation (64c->70c).

IV. III. Confiscation of Property
If the government nationalizes or confiscates a property of an individual, the former owner is entitled to no compensation. The reasons which may trigger the confiscation of property include but are not limited to:
IV.III.I. The property in question belongs to a hostile group or a member of a hostile group during of a war
IV.III.II. The owner has failed to pay land-tax.
IV.III.III. The owner has been found guilty of Treason or Spying.
IV.III.IV. There has been unlawful transfer of ownership (see: IV.I.)
IV.III.V. The owner has been deemed absent.

Gesetze und Verordnungen

I. Allgemeines

Gouvaneur Cromwell ist die höchste juristische Autorität in der Stadt. Er hat das Recht Gesetzt per Dekret zu erlassen, diesen sogar rückläufig, wenn er es für notwendig hält. Wenn Gesetze geändert werden ist keine Ankündigung notwendig. Das Gesetz wird durchgesetzt durch die Stadtwache und die Miliz. Die Durchsetzung steht unter der Aufsicht von Gouvaneur Cromwell, dem hohen Richter Fooser und gegebenenfalls auch den anderen Elementen der Regierung.

II. Beschwerde
Ein neues Recht für Bürger, und bis zu einem gewissen Grad auch für Bewohner ist zu Stande gekommen. Wird ein Bürger angeklagt und bestraft für ein Verbrechen (mit ausnahme von leichten) so hat er/sie das Recht Beschwerde bei dem hohen Richter einzulegen. Ist die Schwere der Tat gravierend genug, kann die Beschwerde, auch nach der Entscheidung durch den hohen Richter, zusätzlich auch an den Gouvaneur selbst gerichtet werden. Dies allerdings wirklich nur bei den schwersten Verbrechen möglich. Sollte sich die Beschwerde als gültig erweisen hat der Bürger unter Umständen Anspruch auf finanzielle Entschädigung und eine Entschuldigung. Sollte eine finanzielle Entschädigung als notwendig erachtet werden, wird der genaue Betrag durch den Gouvaneur und den Kanzler festgelegt.

Wird ein Bürger angeklagt und bestraft für ein Verbrechen (mit ausnahme von leichten) so hat er/sie das Recht Beschwerde bei dem hohen Richter einzulegen. Sie haben niemals das Recht ihre Beschwerde auch beim Gouverneur einzulegen.Sollte sich die Beschwerde als gültig erweisen hat der Bürger unter Umständen Anspruch auf finanzielle Entschädigung und eine Entschuldigung. Sollte eine finanzielle Entschädigung als notwendig erachtet werden, wird der genaue Betrag durch den Gouvaneur und den Kanzler festgelegt.

Strafen für leichte Vergehen können niemals und unter keinen Umständen
angefochten werden.

Der Gouvaneur behält sich das Recht vor, jedes Urteil, jede Strafe und jeden Freispruch mit seinem Veto zu kippen.


III. Gesetze
Die Gesetze von Trolls Bane

NIEMAND KANN ERWARTEN, DASS ER ALS UNSCHULDIG BIS ZUM BEWEIS DER SCHULDANGESEHEN WIRD. WIR ERWARTEN VON DEN VERDÄCHTIGEN, DASS SIE UNS IHRE UNSCHULD BEWEISEN.

Die Bestrafung eines Täters richtet sich nach ihrem Status und der Schwere des Verbrechens. Es wird in verschiedene Arten von Strafen unterschieden. Diese umfassen insbesondere, jedoch nicht abschließend: Demütigungen (Pranger), Zwangsarbeit, Geldbußen, Einziehung von Eigentum, Gefängnis, der Erklärung von jemandem zu Geächteten, oder auch Exekutionen (Durch Hängen oder Köpfen). Zusätzlich kann der Gouvaneur jede andere Strafe beschließen, die er für richtig hält. Keine Strafe kann zu grausam oder zu ungewöhnlich sein in Trolls Bane.

Wachen sollten beachten, dass die Mindestbeträge in den Richtlinien nur für Bürger und Bewohner in sehr, sehr harmlosen Fällen anzuwenden sind.

Bürgern sollte, in den meisten Fällen, nach Zahlung des Betrages wieder auf freien Fuß gesetzt werden. Bewohnern sollten, nach Zahlung des Betrages, ebenfalls frei kommen, allerdings sollte bei diesen eine vorläufige Verbannung ausgesprochen werden. Außenstehende sollten, wenn möglich eingesperrt und mit einer Geldstrafe versehen werden. Sollten sie nicht zahlen wollen, werden sie für längere Zeit weggesperrt.

III.I Leichte Verbrechen

Richtlinie für Strafen, die die Wache verhängen sollte:
Geldbußen: 1-10 Silber, oder der Wert des gestohlenen Gegenstandes, sollte
dieser nicht wiederbeschafft werden können.
Verbannung für: 1-5 Tage
Gefängnis für: 1-3 Tage

A. Diebstahl
Jeder, der das Eigentum von jemand anderes an sich bringt und dabei gegen den Willen oder das Wissen des Eigentümers handelt begeht ein Verbrechen im Sinne dieses Gesetzes. Sind die gestohlenen Gegenstände Teil eines größeren Gegenstandes geworden, wurden sie verarbeitet, oder für die Reperatur einer Sache verwendet und können nicht ohne die Gefahr einer Beschädigung wieder abgetrennt werden, so hat das Opfer Anspruch auf den kompletten Gegenstand, für den das Diebesgut verwendet wurde. Es wird darauf hingewiesen, dass nur das Eigentum von Bürgern und Bewohnern gegen Diebstahl geschützt ist.

B. Einbruch/Unerlaubtes Betreten (Private Gebäude)
Wer gegen den Willen oder das Wissen in das Haus einer Privatperson einbricht, oder sich nach Aufforderung weigert, dies zu verlassen, begeht ein Verbrechen im Sinne dieses Gesetzes.

C. Ruhestörung/Belästigung
Jeder, der die Ruhe und den Frieden in Trolls Bane durch übermäßiges Wiederholen körperlicher oder verbaler Aktivitäten stört, und dies auch nach einer offiziellen Warnung weiter tut begeht ein Verbrechen im Sinnes dieses Gesetzes. Stadtwachen sollten beachten, dass Bürger von diesem Gesetz ausgenommen sind, essei denn es liegt ein extrem schwerer Fall der Störung vor.

D. Körperverletzung
Tätliche Übergriffe liegen vor, wenn jemand einen anderen mit den Fäusten angreift oder ihn in nicht tödlicher Weise an den Gliedmaßen verletzt (und auch ohne ihm dabei Extremitäten abzuscheiden). Wachen sollten beachten, dass nur Bürger und Bewohner gegen einen solchen Angriff geschützt sind.

E. Verleumdung
Jeder, der absichtlich falsche Behauptungen aufstellt oder verbreitet um jemand anderen zu schaden oder einen eigenen Vorteil daraus zu ziehen begeht ein Verbrechen im Sinne dieses Gesetzes. Das Verbrechen ist besonders schwer, wenn grundlos jemand beschuldigt wird, der Teil der Regierung ist, oder Stadtwachen unbegründet beschuldigt werden ein Verbrechen begangen zu haben. (Dann wird es als Verbrechen der Kategorie III.III behandelt.) Nur Bürger, Stadtwachen und andere Authoritätspersonen sind durch dieses Gesetzgeschützt.

F. Verschwörung um ein Verbrechen zu Begehen
Die Verschwörung mit dem Ziel ein Verbrechen zu begehen ist ein Verbrechen ansich im Sinne dieses Gesetzes. Sollte eine Person bei der Planung, dem Versuch oder der Anstiftung einer anderen Person zur Begehung eines Verbrechens alleine oder in einer Gruppe gefasst werden, wird er, unter Vorbehalt, ebenso bestraft, wie als wenn er das Verbrechen begangen hätte. ( Es wird dann als Verbrechen der Kategorie III.I-III.III behandelt, abhängig vom Verbrechen an sich)

III.II Mittlere Verbrechen

Richtlinie für Strafen, die die Wache verhängen sollte:
Geldbußen: 10-25+ Silber, oder der Wert des gestohlenen Gegenstandes, sollte dieser nicht wiederbeschafft werden können.
Verbannung für: 10+ Tage
Gefängnis für: 7+ Tage
Zwangsarbeit-?
In schweren Fällen und wenn der Täter flüchtet kann der Kapitän der Stadtwache
jemanden als Vogelfrei erklären.

A. Falsche Statusbehauptung gegenüber der Obrigkeit
Die Behauptung, man habe den Status eines Bewohners/Bürgers inne, wenn dem nicht so ist, stellt eine Straftat im Sinne dieses Gesetzes dar. Stammt diese Behauptung von jemanden, der eines Verbrechens angeklagt ist, kann er nach dem Gesetz doppelt so hoch bestraft werden.

B. Weitergeben von falschen Informationen an die Obrigkeit
Die Obrigkeit anzulügen stellt ein Verbrechen im Sinne dieses Gesetzes dar. Wenn eine Authoritätsperson eine Frage stellt, so ist sie wahrheitsgemäß zu beantworten. Die Bestrafung richtet sich nach der schwere der Täuschung.

C. Behinderung der Justiz
Jeder, der die Rechtfindung erschwert oder behindert, die Strafverfolgung stört oderdie Strafverfolgungsorgane an der Erfüllung ihrer Aufgaben hindert begeht eine Verbrechen im Sinne dieses Gesetzes.

D. Widerstand gegen die Festnahme.
Körperlicher oder verbaler Widerstand gegen eine Festnahme stellt ein Verbrechen im Sinne dieses Gesetzes dar. Zu Versuchen eine Festnahme eines anderen zu verhindern oder ihn davor zu verbergen stellt ebenso ein Verbrechen im Sinne dieses Gesetzes dar.

E. Ziviler Ungehorsam
Jeder, der sich weiger den offiziellen Anordnungen der Stadtwache oder der Regierung zu folgen, oder sich speziell gegen Verhaftungen, Verbannungen oder andere offizielle Strafen widersetzt begeht ein Verbrechen im Sinne dieses Gesetzes.

F. Raub
Die Fällen von Diebstahl, in dem das Opfer mit Gewalt bedroht wurde, stellen einen Raub im Sinne dieses Gesetzes dar. Wenn Gewalt benutzt wurde, wird die Tat als Körperverletzung oder versuchten Mord und Raub behandelt. Es sei darauf hingewiesen, dass nur Bürger und Bewohner gegen Raub geschützt sind.

G. Bedrohung und Nötigung
Einem Bürger oder Bewohner mit Gewalt zu drohen, oder der Versuch dessen, damit er etwas gegen seinen Willen tut stellt ein Verbrechen im Sinne dieses Gesetzes dar. Wachen oder andere Vertreter der Regierung kann dieses in keinem Fall angelastet werden ohne die Zustimmung des hohen Richters. Bewohner werden nur innerhalb der Mauern von Trolls Bane dagegen geschützt.

H. Enführung
Das Entführen oder Festhalten von Personen gegen ihren Willen stellt ein
Verbrechen im Sinne dieses Gesetzes dar. Dies gilt nicht für Kriminelle. Stadtwachen und andere Vertreter der Regierung können in Bezug auf diese niemalseine Entführung begehen. Es sei darauf hingewiesen, dass nur Bürger und Bewohner gegen Entführung geschützt sind. ( Die Entfühung eines Bürgers sollte als Verbrechen der Kategorie III.III behandelt werden.)

I. Versuchter Mord
Versuchter Mord liegt dann vor, wenn der Täter eindeutig versucht hat das Opfer zu ermorden, oder ihm so schwere Wunden zugefügt hat, dass ein solches Verbrechen hinreichend begründbar ist. Die Stadtwachen sollten beachten, dass auch Außenstehende gegen versuchten Mord innerhalb der Stadtmauern geschützt sind. (Die versuchte Ermordnung eines Bürgers oder Bewohners sollte als Verbrechen der Kategorie III.III behandelt werden.)


III.III Schwere Verbrechen

Richtlinie für Strafen, die die Wache verhängen sollte:
Geldbußen: 25-50+ Silber, oder der Wert des gestohlenen Gegenstandes, sollte dieser nicht wiederbeschafft werden können.
Verbannung für: immer
Gefängnis für: 20+ Tage
Zwangsarbeit-?
Wenn der Täter flüchtet wird er als Vogelfrei erklärt.

A. Spionage
Spionage zugunsten einer anderen Stadt oder Organisation stellt ein Verbrechen im Sinne dieses Gesetzes dar. Das Ausmaß der Strafe hängt von der größe des Lecks ab, welches die spionierende Stadt angerichtet hat und von der Dauer der Spionage. Dieses Verbrechen wird immer als Kriminalität der Kategorie III.III behandelt solange es nicht anders geprüft wurde.

B. Mord
Wenn eine Person unwiderruflich von einer anderen getötet wurde und es sich dabei nicht um einen Fall der Selbstverteidigung handelt, so ist dies ein Mord im Sinne dieses Gesetzes. ( Nur Permanent-Tode können einen Mord darstellen) Jeder, der des Mordes beschuldigt wird und sich nicht sofort stellt wird vogelfrei erklärt.

C. Brandstiftung und Beschädigung von Gebäuden
Jeder, der durch Feuer oder ein anderes Mittel, absichtlich oder unabsichtlich, die Eigentümer der Stadt, einer Person, oder einer Organisation beschädigt begeht ein Verbrechen im Sinne dieses Gesetzes. Um den Vorsichtigen Umgang mit Feuer zu fördern werden auch unabsichtliche Beschädigungen von Eigentümern mit Geldbußen bestraft. Das Minimum hierbei ist 25 Silbermünzen, nach oben ist keine Grenze gesetzt.

D. Verrat
Eine Person, die alleine oder in einer Gruppe, eine oder alle der folgenden
Handlungen begangen hat, können des Verrates für schuldig befunden werden: Starten einer Rebellion, Zugehörigkeit oder Unterstützung von Gruppen, die planen die Regierung von Trolls Bane zu stürzen, oder eine Person zu meucheln, die im Dienst oder im Auftrag der Regierung steht. (Oder auch die Planung dies individuell zu tun). Jeder, der der Spionage überführt wird kann ebenso für Verrat bestraft werden, und umgekehrt.

Der Widerruf der Bürgerschaft, die Brandmarkung als Vogelfreier, die Einziehung von Eigentum, hohe Geldstrafen, längere Zwangsarbeit oder der Tod durch Erhängen können als Strafe für Verrat verhängt werden, abhängig von der Schwere der Tat und der Schuld der Person. Alle Strafen für Verrat liegen persönlich in den Händen des Gouverneurs, oder in denen des Kapitäns der Wache, sollte der Gouvaneur abwesend sein.


IV. Verordnungen

IV.I. Eigentum von Gebäuden und die Übertragung von Eigentum

Allen Eigentümern von Gebäuden ist es verboten diese an Nicht-Bürger, oder an auswärtige Gruppen, zu verkaufen, zu vermieten, zu verschenken oder sonst wie zu übertragen ohne die vorherige schriftliche Genehmigung der Regierung. Die Regierung behält sich zudem das Recht vor, das Eigentumsverhältnis/das Mietverhältnis mit solchen Personen oder Gruppen aus jedem Grund zu widerrufen. Der Fehler, nicht nach der Zustimmung der Regierung zu fragen, kann dazu führen, dass das Eigentum eingezogen wird. Der Übertrag von Eigentum an einen anderen
Bürger bedarf keiner Genehmigung durch die Regierung. Jedoch ist der Übertrag des Eigentums den zuständigen Stellen innerhalb eines angemessenen Zeitraumes bekannt zu geben. Das Nichtbeachten dessen kann zu einer Geldstrafe führen. Die Regierung behält sich zudem das Recht vor, sich einen Generalschlüssel für alle Häuser innerhalb der Grenzen Trolls Banes zuzulegen, sollte sie es für notwendig erachten.

IV.I. Grundsteuer
Jeder Eigentümer der von außerhalb kommt, oder Bewohner ist, ist per Gesetz zu einer monatlichen Zahlung einer Grundsteuer an die Stadt Trolls Bane verpflichtet. Diese Steuer beträgt 20 Kupfermünzen pro Schritt (tile) des Hauses im Monat. Werden die Grundsteuern nicht gezahlt kann dies zu einer Beschlagnahme des Eigentums führen. Einige Verträge, die die Gebäude zur öffentlichen Nutzung bereitstellen, können gegebenenfalls von dieser Steuer befreien. Sollte das gebäude einer Gruppe gehören, von denen einige Bürger sind und andere nicht,
liegt die Höhe der zu zahlenden Grundsteuer zwischen 50-75% des normalen Satzes. Die Steuersumme wird, zur Erleichterung der Steuerberechnung, immer auf die nächsten 10 Kupfer aufgerundet (64k -> 70k).

IV.III. Beschlagnahme von Eigentum
Wenn die Regierung das Eigentum einer Person beschlagnahmt oder konfisziert, besteht für den ehemaligen Eigentümer kein Anspruch auf Entschädigung. Es folgt eine, nicht abschließende Liste, mit begründungen, warum Eigentum beschlagnahmt werden kann:
IV.III.I. Das betreffende Gebäude gehört einer feindlichen Gruppierung, oder einem Mitglied einer feindlichen Gruppierung während eines Krieges.
IV.III.II. Der Eigentümer hat die Grundstücksteuer nicht gezahlt.
IV.III.III. Der Eigentümer wurde der Spionage oder des Verrates für schuldig befunden.
IV.III.IV. Es gab eine rechtwidrige Übertragung des Eigentums (siehe: IV.I.)
IV.III.V. Der Eigentümer gilt als abwesend.

The Military

As one of the First Reforms, the Military of Trollsbane shall be divided into two different branches. Each of these branches has different tasks, responsibilities and leaders.


The Town Guard

The Town Guard is made up of the professionals, who shall receive a regular pay for their services. The Town Guard is primarily responsible for the defence of the town, as well as executing the orders of the Government and upholding the laws of Trollsbane. They are in service all the time, unless said otherwise. The tasks of Captain and Lieutenant of the Guard can only be performed by Citizens. Governor Cromwell is the supreme commander of the Guard at all times.

Mercenaries. The town may be willing to employ Mercenaries as support of the Town Guard. All Non-citizens members of the Town Guard are seen as mercenaries. They receive reduced wage in comparison to citizens, but as long as they are not members of any other town, their citizenship-applications shall be viewed favourably. Mercenaries cannot become Officers of the Guard.

The Militia

The Militia is a defensive branch made up of common citizens. Each able-bodied Citizen who is not in the Guard will have to be part of the Militia. The Militia is only called to arms in the case when the Town comes under attack (or during some other emergency). The government recognizes the fact that not every person is able to fight in defence of the town, which is why those people will be given the chance to serve in the non-violent roles which support the Guard and the Militia. These tasks include, but are not limited to Cooks, Healers and Fire-fighters. Governor Cromwell is the supreme commander of the Militia at all times.

Once again, the service is compulsory and failure to do so may lead to the loss of Citizenship. Sir Dantagon Marescot is appointed as the Captain of the Militia, and he is tasked with training and organizing the Militia under the direction of Governor Cromwell.

The members of the Militia are not entitled to pay, barring some unexpected situations. If a person who is in the Militia is trusted with some equipment in order to make it possible for him/her to perform his/hers duties, the said equipment cannot be sold, traded or given away under any circumstances and must be properly taken care of all times.

Only cripples, pregnant women and women with children under the age of ten (who are present in the town) are excluded from the service. The exclusion must be obtained with a separate application.

In the case of Emergency, the city of Trollsbane reserves the right to make any and all non-citizens who are present to serve in the militia temporarily.

Soweit nichts anderes gesagt wird, sind sie jederzeit im Dienst. Die Aufgaben des Kapitäns und des Leutnant der Wache kann nur von Bürgern übernommen werden. Gouvaneur Cromwell ist zu jeder Zeit der oberste befehlshaber der Wache.

Söldner. Die Stadt kann es für nötig erachten Söldner zur Unterstützung der Stadtwache zu beschäftigen. Alle Nicht-Bürger, die Mitglieder der Stadtwachesind, werden als Söldner angesehen. Sie erhalten im Vergleich zu den Bürgern,leicht reduzierten Lohn, aber solange sie nicht Bürger einer anderen Stadtwerden, werden ihre Bürgerschaftsgesuche immer positiv entgegengenommen. Söldner können nicht Offizier der Stadtwache werden.

Die Miliz

Die Miliz ist ein defensiver Zweig, der sich aus den Bürgern der Stadt
zusammensetzt. Jeder Bürger, der körperlich dazu in der Lage und nicht in der Stadtwache ist, kann Teil der Miliz werden. Die Miliz wird nur dann zu denWaffen gerufen, wenn die Stadt angegegriffen wird. (oder in einem anderen Notfall) Die Regierung erkennt an, dass nicht jede Person in der Lage ist im Kampf die Stadt zu Verteidigen, darum werden diese die Gelegenheit erhalten gewaltfreie Aufgaben zur Unterstützung der Wache und der Miliz zu übernehmen. Diese Aufgaben umfassen unter anderem kochen, heilen und die bekämpfung von Feuer. Gouvaneur Cromwell ist zu jeder Zeit der oberste befehlshaber der Miliz.

Noch einmal, diese Aufgaben sind bindet. Eine Weigerung führt unweigerlich zum Verlust der Staatsbürgerschaft. Sir Dantagon Marescot ist Hauptmann der Miliz, und ist unter Gouvaneur Cromwell mit der Ausbildung und Organisation der Miliz beauftragt.

Die Mitglieder der Miliz sind nicht berechtigt zu zahlen um von bestimmten unerwarteten Situationen ausgenommen zu werden. Werden einer Person in der Miliz bestimmte Gegenstände anvertraut, damit sieihren Aufgaben nachgehen kann, darf diese Ausrüstung unter keinen Umständen verkauft, eingetauscht oder auf anderen Wegen wegegeben werden. Die Ausrüstung muss ordnungsgemäß behandelt werden.

Nur Krüppel, schwangere Frauen und Mütter mit Kindern im Alter von unter 10 Jahren ( die auch in der Stadt sind) sind von dem Dienst in der Miliz ausgenommen. Dieser Ausschluss mus mit einem gesonderten Antrag beantragt werden.

Im Falle eines Notfalls hält sich die Stadt Trolls Bane das Recht vor alle Nicht-Bürger, die in der Stadt sind, temporär in die Miliz einzugliedern.

Citizenship

I. General

The status of a person within the borders of Trollsbane can be divided into four categories. Each person belongs to one category in every circumstance, even if the person does not agree to that. Each category is different in legal (and other) aspects.

I a. Citizens
These are the citizens of Trollsbane. The Citizens have highest legal protection within the realms of Trollsbane. Only they are the ones to be allowed to apply for certain positions and appeal to the highest level of the government. Only citizens or registered organizations will be allowed to build within the walls of Trollsbane anymore. Dual citizenship will not be allowed for any new citizens and the dual citizenship of old citizens will be reviewed on individual basis (should the person be unwilling to give up of the citizenship of other town, the government may reserve the right to void his/her citizenship). Each individual case of citizenship application will be considered by the Government, and the application may be rejected for any/no reason at all. Governor may also remove the citizenship from anyone who commits crimes or actions despisable enough.

I b. Resident
The status or resident is reserved for those who are citizens of other towns or unwilling to gain citizenship of any town. Residents enjoy a relatively broad legal protection. The status is can be applied from the governor. The exact terms of one's residency are determined by diplomatic treaties and regulations of the government. It is possible, that some townships can have their citizens registered for free, while individuals or citizens of some other towns may be required to pay a fee. Residents are subject to a landtax for the property they own. The Governor may revoke or reject the Resident-status of an individual for any or no reason at all, and this rule will circumvent any agreement made with the possible host-town of the individual in question.

I c. Outsider
Outsiders are those who have not bothered (or are unwilling /forbidden ) to register themselves ascitizens or residents. They have very little protection under the law. They will also be punished more harshly than others, should they commit a crime or fail to cooperate with the government. Outsiders are subject to a landtax. Failure to pay the tax will lead into immediate confiscation of all property without the ability to redeem the debt owed to the City in return for renewed ownership.

I d. Outlaw
Outlaws are those who have violated heavily against the Government of Trollsbane. Outlaws may or may not have a bounty on their head for their capture dead or alive. The citizens, residents and outsiders alike are forbidden fro providing shelter, food, healing or any other aid to outlaws. Should a person be caught in aiding the outlaw, depending on circumstances he/she may be committing a treason. The outlaws have no protection under the law, and they can be killed, robber or injured without fear of punishment.

Hierbei handelt es sich um Bürger von Trolls Bane. Die Bürger haben den höchsten rechtlichen Schutz innerhalb des Hoheitsgebietes von Trolls Bane. Nur sie haben die Möglichkeit sich auf bestimmte Positionen zu bewerben oder Apelle an die höchsten Stellen der Regierung zu richten. Nur Bürgern oder registrierten Gruppen ist es erlaubt innerhalb der Stadtmauern zu bauen. Die Doppelte Staatsbürgerschaft für neue Bürger ist nicht mehr möglich und die doppelte Staatsbürgerschaft für alte Bürger wird individuel gehandhabt werden. (Sollte eine Person nicht gewillt sein, die Staatsbürgerschaft zu einer anderen Stadt aufzugeben behält sich die Regierung das Recht vor, die Staatsbürgerschaft zu Trolls Bane für ungültig zu erklären.) Jeder einzelne Antrag auf Bürgerschaft wird der Regierung vorgelegt und kann ohne Angabe von Gründen abgelehnt werden. Der Gouvaneur kann zudem Bürgern, die Straftaten begehen oder andere verächtliche Aktionen machen die Staatsbürgerschaft entziehen.

I b. Bewohner
Der Status des Bewohners ist für diejenigen reserviert, die bereits Bürger einer anderen Stadt sind, oder nicht gewillt sind Bürger irgendeiner Stadt zu werden. Bewohner genießen einen relativ breiten rechtlichen Schutz. Dieser Status kann nur von dem Gouvaneur vergeben werden. Die genauen Bedingungen des Wohnsitzes können durch diplomatische Verträge oder Verordnungen durch die Regierung festgelegt werden. Für einige Städte ist es möglich ihre Bürger kostenfrei registrieren zu lassen, während bei Einzelpersonen oder Bürgern anderer Städte eine zu zahlende Gebühr erforderlich sein kann. Bewohner müssen Grundsteuer für die Immobilien zahlen, die sie besitzen. Der Gouvaneur kann den Status des Bewohners jederzeit und ohne angabe von Gründen für Einzelne oder für alle ablehnen oder widerrufen. Diese Regel umgeht jede Vereinbarung, die mit der betreffenen Person gemacht wurde.


I c. Außenstehende
Außenstehende sind diejenigen, die sich nicht die Mühe gemacht haben (oder unwillig sind, bzw. es denen es verboten ist) sich als Bürger oder Bewohner registrieren zu lassen. Sie haben nur wenig Schutz durch das Gesetz. Sie werden auch härter bestraft werden als andere wenn sie ein Verbrechen begehen oder sich weigern mit der Regierung zusammen zu arbeiten. Außenstehende müssen Grundsteuer zahlen. Die verspätete Zahlung der Steuer hat die unmittelbare Beschlagnahme des gesamten Eigentums zur Folge. Die anschließende Zahlung der Ausstehenden Steuern um das Eigentum wiederzuerlangen ist nicht möglich.

I d. Vogelfreie
Vogelfrei sind diejenigen, die die Regierung von Trolls Bane nicht unerheblich gestört haben. Vogelfreie können, müssen aber nicht, ein Kopfgeld auf sich ausgesetzt haben für die Ergreifung tot oder lebendig.
Es ist für Bürger, Bewohner und Außenstehende gleichermaßen verboten ihnen Unterkunft, Nahrung, Heilung oder andere Hilfe zukommen zu lassen. Sollte eine Person gefasst werden, weil sie einem vogelfreien Hilfe hat zukommen lassen, so hat sie sich des Verrates schuldig gemacht.
Vogelfreie genießen keinerlei rechtlichen Schutz, sie können getötet werden, ausgeraubt oder verletzt ohne dass man eine Betrafung fürchten muss.

Laws and Regulations I - Governor changes law at will, without announcement if necessary. Thus laws can be changed at a whim.

Id. III - Governor can asign any punishment he thinks of to any criminal, regardless of what is written in the constitution.

Id. III.II C - Anyone stating that the Governor is wrong to condemn a person or accuse said person is obstructing justice and will face jail or banishment.
The same for D, resisting arrest, or even verbally saying that you're innocent counts as resisting - punishable by law.

Military
Town gaurd and Militia- Governor is the supreme head, allowing a police force that rather than serving the letter of the law serves the Governor and his paranoia. All citizens must now serve in the personal army of Governor Cromwell.

In summary, these new laws give the governor power to decide new laws, the punishment for breaking these new laws in a second. And then enforces complete obedience through his private army, of which all of Trollsbane is a member. Saying that someone is not guilty, or that you yourself are innocent could be construed as resisting arrest, by the despot and so will be punished even more. Only those loyal to Cromwell will be allowed to be citizens, only these loyal citizens will have the vote, and as they're all loyal to Cromwell (If not they're removed) he will recieve the votes. And if the vote goes away from him for some reason, he can change the law and officially accept the title of Tyrant, rather than just the mantle.

Under these laws you are made subject to a dictator, stand up Trollsbane and fight for the democracy which Cromwell abused.

I find it not-so-slightly ironic, that the courageous champion of democracy both opposes democracy and is exceedingly paranoid with his pitiful attempt to cause instability in our town. I am not even going to bother to point out how exceedingly stupid, borderline retard this writer is, as his incoherent rambling is more than enough to make that rather self-evident for just about anyone. To be quite frank with you, my citizens, I am quite surprised that he is able to write at all.

I abused democracy? Obviously I committed that great crime by getting elected? Amusing thing, isn't it? When the people want someone who you disagree with, then his election is abuse and then you actually call the people to fight against democracy in order to bring.. democracy? What if the people chose to elect me again? Time for another rebellion, you ass? Or then he just means, that the situation when someone is elected always is 'abuse', in which case he is even a bigger retard than I could have ever imagined. Anyhow, in that case he should be glad that there such abusable system is no longer used in our town. Gods forbid, someone he doesn't like might get elected.. or then, someone at all could get elected!

While the laws have been getting harsher in the eyes of an ignorant layman like our foolish friend here, they are exactly what I promised when running for governor. I have made laws clear enough for the common man to understand what he is allowed to do and what not. Like I promised, means to an end. I will not make 'constitutions' and 'human rights declarations' only to violate them by myself a few days later. No. I am the governor, I am the law. Just like the previous governors, all of whom were just too much of cowards to say it out loud like me.

As for the citizenship, I've yet to turn down an application by anyone. On the contrary, I have done my best to get people to see the benefits of citizenship or even residency in comparison to not being involved at all. Now, I have still plenty of people on the list of citizens whom I either do not know personally, or know and do not really like. Of course I expect loyalty, but that is what every ruler, regardless of his views or titles, expects. Nothing new to see here.

The guard keeps on doing the same things which it has been doing for ages now. I have been actively seeking to employ people in the guard, and thus far no-one has been turned down after applying. On the contrary, I am constantly seeking to employ more people in order to keep the town safe. The only change is militia, which is only involved with the direct defence of the town. This has been done for ages by individual citizens, but the centralized effort is done in order to make the defence more efficient and give everyone a task in the defence of the town. Which is obviously horrible, as I now have an army of mindless zombies under my command, ready to fulfill my every whim and keep the citizens of the town opressed! .. wait, isn't the militia made up of the very citizens of Trollsbane?

Of course, that idot 'anarchy-fighter' failed to consider any of these points before he began his paranoid incitement. He is obviously some foam-mouthed, pimple-faced teenager with highly idealistic opinions of the world (due to the fact that he has had no contact with the real world) and who, obviously, was dropped on his head one time too many as a baby.

Unlike me, he only wants to bring destruction to the town. He wants people to rebel so he could see the rivers be turned red in another pointless war which would only further damage our town. Of course, we should understand that he only has an echoing void inside that thick skull of his.

unternahm heute den Versuch mich auszurauben.
Da ich nicht auf der Bürgerliste von Trolls Bane stehe,
habe ich keinen Anspruch auf die Rückgabe des gestohlenen Gegenstandes.
Jedoch bitte ich darum, meine Mitteilung ernst zu nehmen
und die nötigen Massnahmen zu treffen, um zu verhindern,
dass sich der Gnom am Besitz weiterer Wehrloser vergreift.

Ich bin erfreut darüber, dass Ihr nach dem Tathergang fragt, Yusuf Randal.
Das zeigt, dass Ihr Euch tatsächlich mit der Angelegenheit beschäftigt.
Beim Diebesgut handelt es sich lediglich um eine Novizenrobe,
da es mir recht schnell gelang den Gnom abzulenken und davonzurennen.
Zeugen waren meines Erachtens, ich war zu irritiert um mich umzuschauen, keine anwesend.
Die Tat fand am 19. Ronas gegen Mittag im Norden der Fluffy Sheep Taverne,
gleich gegenüber dem Bach, statt. Glücklicherweise konnte ich schnell genug fliehen und wurde nicht verletzt.
Danke, dass Ihr Euch die Zeit nehmt, den Fall genauer zu untersuchen.

Werte Bürger von Trolls Bane,

ich möchte euch über ein Verbrechen an einem kleinen Jungen informieren und euch bitten die Augen nach diesem Täter offen zu halten.
Es handelt sich um einen Zwerg, der mit einem schwarzen Umhang durch die Gegend wandert. Er trägt zwei Dolche bei sich und hat man die Gelegenheit einen Blick auf das mehr oder weniger verdeckte Gesicht zu werfen, so werdet ihr in ungewöhnlich schwarz-schimmernde Augen blicken. ((Zwerg 34157... ))
Dieser Zwerg verletzte den kleinen Jungen, der bereits mit einem gebrochenen Arm zu kämpfen hatte, mit einem vergifteten Dolch direkt vor dem Krankenhaus. Der Junge der unter meiner Obhut steht überlebte den Angriff glücklicherweise und ist allmählich auf den Weg der Besserung, den Göttenr sei Dank.
Die Stadtwache ist informiert über den Tathergang aber dennoch möchte ich das ihr euch vorseht und die Augen offen haltet um diesen Zwerg zu finden und dieser somit seine gerechte Strafe entgegennehmen kann.

I would like to inform you about a crime on a little boy and at the same time i plead for keeping the eyes open.
It's a dwarf who walks around the region, wearing a black cloack. He's armed with two daggers and when you have the chance to have a look at his more or less hooded face then you're able to look into unusually black-gleaming eyes.((Dwarf 34157...))
This dwarf injured the little boy, with an already broken arm, right in front of the hospital. The dwarf used his poisoned dagger and the boy who is under my care survived the attack, fortunately. He's now on the mend, thanks to the gods. The townguard is informed about the progression of events but i still want that you are careful and please keep the eyes open so that we can find the dwarf who has to accept his punishment.
