Jerimedes geht langsamen Schrittes zu dem Stadtbrett und hängt einige Zettel daran.


Bürger Troll’s Banes, Bewohner Gobiaths,

die frühere Statthalterin, Siltaris, trug mich auf jene unten vorzufindenden Dokumente öffentlich zu machen, sofern sie für mehr als 10 Tage unauffindbar und ohne jegliche Nachricht verschwinden wird.
Ich bedaure zutiefst, dass eben jene Situation nun eingetreten ist. Doch folge ich Ihrem Willen.

Mögen die Fünf ihr den rechten Weg zeigen.

TESTAMENT

Werter Leser,

sollten diese Zeilen gefunden werden, so weile ich wohl nicht mehr unter den Lebenden. Dann sind meine schlimmsten Befürchtungen wahr geworden und der sich anbahnende Konflikt um die Führung der Stadt wurde durch offene Gewalt beeinflusst.
Ich hoffe inständig, dass nach meinem Ableben die Stadt wieder zu Frieden und Ordnung findet und von einer gerechten Führerschaft im Sinne der gegebenen Gesetze geleitet wird – zum Wohle aller Bürger, zum Wohle ganz Gobiaths.

Vermachungen

Ich, Siltaris, Kind Usharas, Amazone aus den Wäldern Mortocks, vermache den Grund und Boden als auch das „Seahorse“ selbst – mitsamt aller Einrichtung und aller Gegenstände – Herrn Gryphius Messerzunge zu Varshikar. Mein restliches gesamtes persönliches Hab und Gut sollen ebenso in sein Eigentum übergehen.
Sollte Gryphius Messerzunge sein Erbe nicht antreten wollen oder können, so werden zuvor genannte Dinge zu gleichen Teilen den Führern der Grauen Rose, dem Großmeister Lennier, und dem König Silberbrands, Thorwald, vermacht. Jene beiden Führer sollen gemeinsam über die Verwendung des „Seahorse“ als auch aller anderen Gegenstände einstimmig entscheiden. Ein Aufteilen des Erbes ist nicht möglich. Stattdessen gelten beide Führer als Eigentümer des „Seahorse“ und aller Gegenstände und meines persönlichen Besitzes. Nur gemeinsam und einstimmig können sie jenes verwalten und darüber entscheiden.

Ich, Siltaris, Statthalterin von Troll’s Bane, weise den Baumeister dazu an das Werk zu vollenden, welches begonnen wurde:
- Der Umbau des Marktplatzes soll wie besprochen abgeschlossen werden.
- Das Südtor mitsamt dem dazugehörigen Haus soll gemäß den gemeinsam ausgearbeiteten Plänen errichtet werden.
- Nahezu alle Baumaterialien sowie das notwendige Geld sind vorhanden. Mein Adjutant weiß, wo sich die Materialien und das Geld befinden, und wird die Übergabe veranlassen.

Mögen die Fünf ihre schützenden Hände über die Bewohner Troll’s Banes halten.

Es war mir eine Ehre mein Leben in den Dienst der Stadt Troll’s Bane gestellt haben zu können.

The former Governor, Siltaris, has ordered me to make these document beneath public, if she will disappear for more than 10 days without any message.
I deeply regret that this situation has come now. So, I do follow her will.

May the Five steer her the right way.

Dear Reader,

If these lines shall be found I will not be alive any more. Then my worst fears have become true and the rising conflict about leadership of Troll’s Bande has been affected by violence.
I truely hope that there will be peace and order after my death and that the town will be lead by a fair anr righteous government – for the well of all citizens and to the well of whole Gobiath.

Bequest

Me, Siltaris, follower of Ushara, Amazon of the Woods of Mortock, dispose the lands of the “Seahorse” as well as the building of the Seahorse itself – with all furnishing and all items – by law to Gryphius Messerzunge, citizen of Varhikar.
If Gryphius Messerzunge is not willing or able to accept the interiance, the stuff mentioned above will be disposed by law equally to the leader of the Grey Rose, Grandmaster Lennier, and the King of Silberbrand, Thorwald. These two leader shall decide together about the use of the Seahorse, its furnishment and my private property. Dividing the bequest up is not possible. Rather, both leaders shall be considered as its owners. They can only decide of one voice about the bequest.

Me, Siltaris, Governor of Troll’s Bane, instruct the Building Master to finish the implementation of the plans:
- The restruction of the market place shall be finished as discussed.
- The South Gate shall be build up, with the attached building, just according to the plan the Building Master has once received.
- Nearly all needed building materials and the money is availabale for these building projects. My Adjutant, Jerimedes, knows where the ressources and the money is. He will hand it over to the Building Master.

May the Five hold their protecting hands over the citizens and folks in Troll’s Bane.

It was an honor for myself that I was allowed to have put my life into service for Troll’s Bane,

Bürger Troll’s Banes, Bewohner Gobiaths,

Mit diesem offiziellen Dokument erkläre ich Kraft meines Amtes als Statthalterin von Troll’s Bane die Erhaltung des Status Quo aller sich in dem Eigentum der Stadt befindlichen Gebäude und Grundstücke.

Die Stadt wird keines der Gebäude verkaufen, welche sich in ihrem Besitz befinden.
Die Gebäude Troll’s Banes umfassen die Wachtürme, die Stadtmauern, das Gefängnis, die Werkstatt und die Bibliothek.

Jene Gebäude sollen auf ewig Eigentum der Stadt bleiben. Ein Ausbau ist erlaubt, ein Rückbau nicht.

With this document and with the power given to me by Troll’s Banes citizens as Governor of Troll’s Bane, I officially declare that the Status Quo of all the property of Troll’s Bane in terms of land and buildings shall be sustained.

The town hereby officially declares that it will not sell any of ist owned buildings. These are: The Watchtowers, the Town Walls, the Jail, the Workshop and the Library.

These buildings shall be in property of Troll’s Bane, now and forwever. An extension of these buildings is allowed, though not any deconstrucions.

A note is pinned below.

As no contract of ownership exists of the Seahorse, it must be considered as property of the town, rather than her personal estate. She 'acquired' it from a person who left abruptly, but merely the fact that she used it regularly (and abused her powers to gain the building) do not yet justify her claim of ownership. It goes a long way in describing the corrupt nature of the wench, as she wishes to to transfer a part of the town's own property to her comrades-in-crime even from behind her grave. Not only does that prove her corruptness and lack of true dedication for the town, it also goes to show that her loyalties lied in other places all along. Even if such a paper was to be found from her belongings, it was never made official by her government and thus it certainly has no legal binding after she passed away.

Furthermore, she has made a pathetic attempt to extert influence well beyond her term of reign which is clearly both unlawful and naive. Whether or not should this government, or any other, wish to sell, trade or rent any posessions of the town is none of the business of the corpse of that rotting wench.

Even if the current administration (for some reason) decided to consider the two pieces of paper to be lawful, we would have a case were the older decree (her testament) is overruled by her newer decree which explicitly forbids the transfer of any town property for anyone. As the Seahorse is part of the town property (even though not directly mentioned in the list) the government has no obligations toward any of the mentioned parties, be that Gryphius Messerzunge or anyone else.

We should rather see these two messages as a sand reminder of how power corrupts. To understand how a spiteful and rotten woman desperately tried to make as much damage to the town as possible, as soon she noticed how the lifeline of her corrupt and inept reign was drawing to an end.

You are certainly wrong. There *exists* a contract of owernship of the seahorse which went from Thomas Tiefensee to Samantha Meryadeles and last to Siltaris. I'm sure Gryphius can find it at her personal belongings. Or maybe mister Jerimedes is aware of where she had left it.

It is *not* the property of the town Trolls Bane.

Excuse me, but I am not sure about the "Seahorse".

If I remeber right, the seahorse were re-built, after a fire destroyed it, with money from the town treasure and material wich were bought with money of the town treasure.
So, Siltaris used the taxes from the citizens to re-build the "Seahorse" and now it is a private house? Excuse me, but this wouldn't be right.

But I don't know if it were really paid with money from town treasure, but i think it is so.

I have a proof for that:
On the 22. Tanos 22, Silatris paid 40000 for buildings in Troll's Bane ( from the town treasury ). And on the same day, she annocued that the Seahorse were re-built.
The citizens were paying, the citizens are owning.

To the unsigned writer who calls the Seahorse town property,

Who are you to say weither or not a building belongs to the town or the people stated in a dead womans will? Have you no shame? Have you no honour in which to use to respect someone's final words? She asks that her property be passed on, and yet you deny it like the coward you are.

Second, do you not reallize that in her second decree she stated which buildings could not be bought or sold? The Sea Horse was not among those buildings. You are both without honour or a brain.

Siltaris is dead and you still treat her like a criminal! Give the woman her due instead of denying everything that she tried to do for the town. It matters not weither you thought she did her job well or not. What matters is that a dying woman's wish be fulfilled. And you, unsigned writer, should know better than to deny such final respects to the dead.

A dying wish is not something that we are all granted. This last wish only proves that Siltaris was using the money of Troll's Bane for personal use and furthers the new governments point of view and takeover.

For those of you who don't know me I am Eli Travinus and I was the town forester before the the new government arose. Now I am not for either party Siltaris or Silas, but what I am for is justice and to see Trolls Bane protected. If the leader Silas can bring justice and peace to the walls of Trolls Bane I want to see that happen. If he can not then he must be removed by LAW and his word given.

"As soon as the town is prospering a bit, as soon as it is ready for a definite new government, I shall declare a democratic voting." ~quote from newly appointed governor Silas Farron~

Now about the former governor Siltaris she claims that the Seahorse is private property and has willed the estate to Gryphius Messerzunge then I would like to see documentation that the Seahorse was in fact her property.
When clearly she made this statement on the old town board:

For now this documentation states: who rebuilt the Seahorse? Trolls Bane did, not Siltaris. She used government funding to rebuild the Seahorse. Then what did she proclaim? That the building was the official seat of the current government. Now yes it does say current, but that is not a definite term of who owns it.

Oh and not to mention this post she attached to the walls soon after the Seahorse was burned:

There are alone three viable explanations to these posts:
A. Siltaris thought she WAS Trolls Bane and just claimed the building for
herself
B. The Property as state belongs to Trolls Bane
C. There is some other document out there showing that Siltaris purchased the Seahorse.

If there is an issue that is hazy or undecided the government in place now gets to make that decision. The simple fact is Siltaris used government funding to rebuild a condemned building and in her last letter states that it was hers, just because you will something to someone doesn't make it yours. Now believe what you want to, but I dont want to see another building within Trolls Bane fall into another cities hands. Unless viable evidence can be brought forth clearly showing that Siltaris owned the Seahorse it should be deemed Trolls Bane territory.

I want to express a deep concern of mine to the newly instated government in the light of this fiasco. No other city allows people to own their land unless they are a citizen. I suggest that be made a law like it is in Greenbriar:

Citizens may own property on the territory of Greenbriar. They may rent to ‘tenants’ who purchase the right to live on the property.
Non-citizens may not own property on the territory of Greenbriar. Such property, if found, will be seized by the Hamlet of Greenbriar for administration.
In the case of absentee owners or abandoned buildings, the Town Council will seize and administrate them on behalf of the Hamlet of Greenbriar until new owners or tenants are acquired through public auction.

I don't think this can be willed to anyone, it appears it was owned by the town from documents posted.

Stops writing to read again the documents

If a document can be found to prove the Seahorse Inn was willed from Lady Meryaldes to Siltaris, the town did spend money on repairs which appears to me as if the town at least owns part of the building.

Might I suggest the new Governor and town citizens get together and decide what to do with the building?

Current goverment refers to Siltaris as she was govenour at the time. Not only that, but your accusations carry no proof that she did use the money of the citizens to fix the Sea Horse. Have not one of you thought to ask the Building Master for the documentation of where the funds came from? So let us hear from the Building Master as people want to think Siltaris is as corrupt as the rest of us as well as any other goverment.

Building Master. Please show us the documentation on where the money and supplies came from to fund the Sea Horses revisions.

Regardless of what the Building Master tells us, Siltaris had written the building was an official seat for the Troll's Bane Government. Giving away this building would have been unacceptable in her life or death.

It seems you are doing quite a bit of selective reading Red Knight and I hate to tell you but you are wrong in quite a few areas. Let me show you a few things you have missed.

This is loophole if I ever saw one. This should have been clearly defined by the Governor Siltaris as to why she was gaining ownership of a building that was repaired by a portion of 40000 copper. And I hope to Zhambra that the current government noel and voids this sketchy declaration.

I believe Delorges Rugend showed with absoute proof that Siltaris did use TAXES from Trolls Bane not her own coins to rebuild the Seahorse. I will quote him then I will do the research for you to make it simple.

Bitte verzeih mir das ich dir diese Worte nicht persönlich mitteile...aber ich fürchtete ich würde es in meinem Geschwächten zustand nicht schaffen diese schwierigen und traurigen Worte auszusprechen.
Liebe Siltaris...ich muss Schande im Angesichts Zhambras auf mich nehmen...denn ich werde dich, meine beste Freundin, alleine lassen. Es tut mir so unendlich leid, Siltaris...aber wenn du diesen Brief erhältst, so werde ich Gobaith verlassen haben.
Ich hoffe du kannst mir diesen Eigennutz vergeben. Das Feuer im Seahorse, unserem Heim, erinnerte mich nur zu schmerzlich daran wie ich einst mitansah wie das Haus meiner Eltern abbrannte. Es rief erneut all jene fürchterlichen Gefühle und Erinnerungen in mir hervor, und bereitete mir alptraumhafte Nächte.
Es tut mir so weh dich in der Not alleine zu lassen...doch haben mich meine Kräfte verlassen. Sooft habe ich gekämpft...solange habe ich durchgehalten. Doch erneut brannte mein Heim nieder, erneut brannte der einzige Ort nieder, an dem mein Herz und meine Seele frieden finden konnte. Ich habe diesen Schicksalsschlag nicht verkraftet.
Ich gehe mit den Paladinen nach Salkamaer, um mich dort dem Gericht zu stellen...und wenn Zhambra mich nicht ganz verlassen hat, so werde ich frei gesprochen, und kann erneut in die Heimat meiner Familie reisen um dort erneut zu versuchen meinen Frieden zu finden. So, Samantha said that she could have the seahorse. This is irrelevant; she built it WITH TROLL'S BANE FUNDS in the name of the town.

It is not hers to give away.

I cant read this letter because it is in the old language but I know the name at the bottom and that is the signature of the Lady Meryadeles. There is only one guess I can come up with and that is, the deed of ownership to the Sea Horse. And if my guess is correct and that is the deed to the Seahorse, and Siltaris better not have used funds from the PEOPLE OF TROLLS BANE to rebuild her privately owned building because that would make her a damned crook. So would someone kindly translate this letter for me, to redeem the faith I had in Siltaris? I considered Siltaris a friend but what I am seeing now is making me sick. I want to be wrong about Siltaris but the evidence is starting to surface so before I jump to any rash conclusions would someone please translate?

William is absolutely right. I got a rough translation from it but it clearly states that Lady Samantha gave the Seahorse to Siltaris, and in turn Siltaris made herself a crook by using our copper to rebuild a house she is trying to give away now. I ask for the new government to strike these words of a criminal and thief from the record she has no right to will this building to anyone. My heart is saddened by someone I put trust into and unless there is a greater revelation on this topic I will not post again. I will do my best to remember the Siltaris that wasn't a crook, but I fear I cannot escape thinking her to be the worst Governor Trolls Bane has ever had. Don't let the Seahorse be controlled by some outside force turn her back into a public inn for the people.

*Kommt nachdem er auf obiges Schreiben aufmerksam gemacht wurde nach Trolls Bane um es sich noch einmal genau und gründlich durchzulesen *

Im Andenken an Siltaris wird das Königreich Silberbrand alles daransetzen das Ihr letzter Wille so durchgeführt wird wie Sie es sich gewünscht hat .
Ich persönlich werde dafür Sorgen das der ehrenwerte Gryphius Messerzunge sein Erbe antretten kann , oder es bei Ablehnung zusammen mit dem Großmeister der grauen Rose Lennier verwalten , wie es Siltaris Wunsch war .

please forgive me that i'm not able to inform you personally...but i fear i wouldn't make it to speak out those difficult and sad words since my status is weak.
Dear Siltaris...i have to take disgrace in the view of Zhambra upon myself...because i will leave you, my best friend. I'm so endlessly sorry, Siltaris..but when you receive this letter i'm already gone.
I hope you can forgive me that selfishness. The fire in the seahorse, our home, just reminds me painful how i once had to see how the building of my parents burnt down. This happening brought back those terrible feeling and memories, and furthermore it brought me nightmares.
I'm sorry to leave you alone in misery...but my power just left me out. I fought so much. But once again my home was burnt down, once again my place in which my soul and heart could find peace. I couldn't handle the stroke of fate.
I go to Salkamaer with the Paladins to bring myself to the court...and if zhambra hasn't left me completely, than i might be released and can go to the homeland of my family, trying to find some peace. Maybe we see us again, when the gods allow.
The seahorse shall be yours now. Maybe it will become a new home for someone someday.

Please, send everyone my apology for letting them down...but i have no strength left to continue this life in that way.

Oh Siltaris...i'll miss you. I loved you and you were my family. In your arms i felt so safe and secure. I thank you, i thank you that you cared for a silly, old woman like me...that you was a friend for me.

A new message is pinned on the wall.

So, there exists a letter (of questionable origin) from "Samantha" to "Siltaris" which states that the seahorse would belong to her now. We do not know if "Samantha" wrote it or not. It could be done by her "adjutant" (I wonder how much money he was paid for from the town money?) or anyone else, for that matter.

There are several things that speak against the honest and validity of her testament and for any righteous and rational mind it would surely be easy to figure out more. Of course, the corrupt tools like R.K would not see a crime and unjustness even if one came and punched them in the face. Repeatedly.
  • Consider that:
    -The letter could easily be a forgery.
    -It was never written down into official records, meaning that the ownership was not legal even under her own reign.
    -She used enormous amounts of public money to refurbish and repair the Seahorse.
    -Because it will be impossible to differentiate what is the property of Trollsbane and what is the property of "hers" (just for the sake of argument) it is not possible to give up on such considerable amount of money without totally betraying the town.
    -Even "if" (and that's a big if) the house "was hers" then she loses any and every moral right to testament it to anyone due to her corrupt usage of public money. She cannot give something that was never hers to begin with (the tax money) to someone else. Never. Be that dying, living or undying wish of hers. To hell with that.
    -The tax money has since then become a physical part of the building after its usage, and hence it will be impossible to give up on any part of it to anyone or split it up due to the confusion on what actually belongs to whom.
    -It will never be possible to determine what piece of the house, what floorboard, hedge or nail is the property of the town, and hence nothing from the house can never be given to anyone according to the testament.
    -Regardless of the ownership percentages of the house, the town should consider her theft of public money to be paid back and punished with the acquisition of the seahorse. (Should you, the citizens, be fooled to play along with the ownership scheme by Really.Korrupt and other criminal or pro-foreign elements).
    -Her behaviour in the will is treasonous (abusing her position, giving stolen property within the town to hostile foreigners) and should she be alive, that kind of crime should be subject to the harshest punishment.
The seahorse belongs to Trollsbane, now and forever.. unless legally decided otherwise by a lawful Government (criminal wenches don't cont as governments). She corruptly stole money from the town and spent it on her own house in the very 'best' case (for her) and that is more than enough to invalidate her testament for good. Nobody else than the Free City of Trollsbane and it's current government have any claim or say when it comes to the Seahorse.

Because it the accuracy of the words written and actions done that counts and not the name, Lady Cad'ell. We've seen what your blind trust into Siltaris (the name) has caused. A lot of hot air and wasted parchment over constitutions and laws, while at the same time behind closed doors, the laws have been overlooked, overriden and violated at will by her and her criminal associates. Truth to be told, I think your reluctance to "give considerations" is due to the fact that despite being truthful, rational and logical.. they displease you. And there is no righteous way you can deny the criminal and questionable deeds that invalidate her will.

Besides, despite signing names, you are not responding to Eli Travinius or William Elderberry. You can keep on putting hands over your eyes, Cad'ell.. However, it will never change anything else than your own view.

The facts are still there and they don't care if you want to see them or not.

Why do you think I've not been responding to Eli Travinus or Mr. Elderberry? Because I will take a look into this matter first. When I'm mistaken, I have the spine to admit it. But as you can see, I've not been arguing against it. After all I'm just a human as well and mistakes can be made.

But as it seems to me your name would take the weight of your words and I'm too intrigued why this is so. Seems to me like this is a more personal matter to you, than really your concern for this town or the town people.

I have to laugh about some unsigned notes here which are talking about a legal government and meaning Caelum's/Silas' regime with that!

Compare the handwriting of Samantha Meryadeles' many letters and you will recognize her pinned letter above as original (otherwise you could impeach almost any note on the town boards)!

Samantha owned the Seahorse and bestowed it to Siltaris, so she is the private owner of it.

Nevertheless, there are small hints that maybe some tax money was used to repairing the burned down Seahorse, but there is no prove of "enormous amounts of public money", because the mentionend 40 000 coppers are (also?) for the jail and maybe for the mentionend upcoming projects.
I guess all building projects in Troll's Bane are accomplished by the town government together with the local Building Master, regardless the real owner of the buildings.

The Seahorse as the official government seat just means that this building is used for official occasions, not that it is or become property of Troll's Bane.

There is no reasonable way the current illegitimate regime can confiscate the Seahorse (if you e.g. give just one coin to another's house, you can't raise a claim for that).
If Caelum and it's allies did not attack and claim our town after presumably killing Siltaris, the slight confusion about property etc. surely were cleared after the new election.

According to King Thorwald of Silverbrand, the dwarfs accept Siltaris' testament.

But it's not coins that are used for the house in itself. I don't know how things are under the particular rock that you are living, but real houses are made of materials and usually need craftsmen and labour to utilize these materials. The coins are spend on material and labour cost. When these materials are expended on the house, they become a physical part of the structure and in the case where they cannot be differentiated feasibly from the 'original' material. She was the governor. She spent public money for her "own" ends. She shouldn't have done that in the first place. And there is no way the Town should lose a copper, floorboard, nail or an acre of land in the process.

There is no proof that the money was used on anything else than the seahorse.

"Slight confusion about property" Yes. I assume that if you wish to call 40 000 coppers a 'slight confusion', you deserve a congratulation. I wonder what 'major confusion' or 'criminal abuse of power' would in your books be then? The "slight confusion" might have indeed be corrected, but then on the other hand.. Chances are that she would have just "slightly confused" some more public funds whenever she felt like it. I mean, we have convincing proof that she already did. That is a fact.
I miss the days when theft was called a theft. Not "confusion".

As for "not being a reasonable way to confiscate the seahorse", yes there is. It's called a legal punishment.

If she feels like ordering things after her death, I can't see why the government would not order punishment for her crimes and 'property' after the death as well. And as the amount of money exceeds 100 silvers almost certainly, and as the criminal goods cannot be taken back without dismantling the house, it is legal and fair for her to lose the entire benefit that is gained with criminal means. Since it's out of the question that the victim (the collective citizenry of the town) should suffer any losses due to her behaviour, they are entitled to take over the entire building to both gain back what is rightfully theirs and to punish her legally for the theft.

ladies and gentlemen,

anybody of you thought about the governer receiving a salary from the town?
the money taken from the towncoffers for the restruction, might well have been the accumulated salary of the governer.

the accusation of theft and criminal activities against our governer by our friendly occupation forces seems to be nothing, but a cheap cover-up for the now starting carpet bagging or looting.

Well, besides the jail! And the work on the jail building was a whole reconstruction while the Seahorse was more or less just repaired.

Even with Silas's new law which you quoted here is no way to hand over the whole Seahorse to the current regime. (And by that law Caelum's attack on Troll's Bane was totally illegal, as it was under the Siltaris' legal law.)

And if the Seahorse was repaired with the help of tax money:
It should be the official government seat - Troll's Bane has no town hall, so a government seat is also for the benefit of Troll's Bane.

There is confusion, but the reactions by some here are without a proper ratio! Governor Siltaris had built a new jail and was going to fully improve the town center, especially the new, more safe eastern towngate and the market place. And remember the building projects which will be realized by the Builder soon.
So stop claiming that Governor Siltaris didn't do anything else than peculating tax money! And the money by the way was paid by the local traders, not the citizens.

If the current but illegitimate leader of Troll's Bane wants more transparency, he should contact Siltaris' adjutant Jerimedes and the Troll's Bane's Builder.

Troll's Bane has finished some building projects. First, the Seahorse has been repaired. It is the official seat of the current government of Troll's Bane.

Second, the jail has been upgraded. It is more safe now and has more cells.

Furthermore, other building projects currently are on their way. There will be an extented workshop with all tools crafters need.

I would like add to all of this. Let us stretch rather far and think that the Seahorse was built with Siltaris' own funds. She did make it the official seat of government in Troll's Bane. Then she says she will give it away for whatever personal use her friend wants it for. "This means what" you may ask. It means that she would have given the town something then taken it back when she "lost power". I would also assume that it was only a gift during her rule and no one else's, she did it only to make herself look better and stay in power.

One last side note. Why would she write her personal building projects along with the town's building projects?

I think the issue at hand is if Trollsbane is willing to fight for this or not. None of these other issues of who it rightfully belongs to matter.

It seems that the group known as Silverbrand has already accepted these documents as true, if the group known as Grey Rose also accepts, which they've no reason not to, a dispute will arise.

Then comes the decision, is Trollsbane willing to face these two groups? It will surely come to a battle as many of these issues do. So is the Trollsbane force strong enough to face the combined forces of Silverbrand and Grey Rose. If a battle does come with these combined forces, the opposers of the self proclaimed Trollsbane government will also surely join the fight.

That would be quite alot of enemies that this government would have to face, and this old lizard does not think they would overcome this large force. Thus, the newly created and self proclaimed government of Trollsbane, would be quite short-lived.

The Lizard places his claws on the parchment and leaves his clawmark as he turns to leave
