Dear Governor,

One should always assume that there was continuing hostilies when no offical document of a peace or a truce exsist.

If he so desired he could have attacked the city and the guardians of Trolls Bane would have been surprised because you had assumed since no words of war were uttered, no swords drawn for awhile that there was peace.
