Learning languages

How can languages of other races be learned ingame?

I heard of an elf who is teaching the elven language at a base level, so one can develop and practice it. But what about an elf trying to learn the human language or dwarven?

I also read, that a character has to be at least one skill point in order to train and develop a language.

Assuming, I got that right so far...What can I do?

Currently nothing. The elven teacher is the only language teacher. Except of the trainings in the ancient language that is offered to mages.
