I was wondering...is there such a thing as a lizardman with a horn? Has there ever been one? I wanted to play one with a small horn on his nose.

I see no problem with this. It is likely that there are many species of lizard, some who might grow horns on their snouts

Great. As soon as I get Illarion reinstalled on my computer, and my lizard is approved, I shall return and play as not just a horned lizard, but a horned lizard youth!
