NPC coin question

Does the amount of money an NPC has regenerate after he says that he has none left?

I have noticed that the merchants are fairly unrelyable as far as having money and goods. Is it completely dependant apon people supplying them?

Yes, money and items "regenerate". But rather slowly, not within some minutes.
