I had created a character a long time ago [ a month of so]...
His skills include->
A language called "US" which doesn't work !l us
Smithing AND blacksmithing.. i remember someone saying that was a bug... has it been fixed? is it draining my skill cap

OK, since I feel like it, I will describe how all this learning cap-stuff works. I did this before, here is a summary:
Every action that could raise a skill adds some so called "MC-points".
If your char has alot of those MC-points, skill growth stops.
MC-points decrease constantly while you are ingame (fast) or not (slower).

Do attributes play any part in how fast we can learn certain skills?
For instance, my character can spend hours learning in the library but only 5 minutes learning a fighting skill. Is this because he has a high intelligence and low physical attributes, or merly because of the skills he is learning?

In fact, fighting creates less MC-points than reading or crafting. But it is one pool, you cannot craft an hour, fight an hour, craft an hour,... Of course you can, but your char won't learn more this way.
The reason why fighting seems to create many MC-points is that when you fight, you a) attack b) parry c) dodge. So, you do many actions in short time.

When you hit the learning cap you will learn no more until you rest, (dont use any skills) for a short time. If you stay ingame the rest period is shorter than if you log out. So it is best to stay IG and rolplay a bit while your character is 'resting'. The longer you rest the more you will be able to learn after. A short rest will mean you will hit the learning cap again very quickly.
Think of your learning cap as a bucket of water. When fully rested the bucket is full. You use a skill and some water is moved to that skills pool. (so the skill improves). If you use skills a lot in a short space of time the bucket is soon empty. At this point you cannot learn anymore until you rest. When you stop using skills the bucket begins to fill up again, slowly. The longer you dont use skills the fuller the bucket gets and so the more you can learn.
