got an error message: WSAECONNREFUSED. Also got a windows error. It's kinda technical, but any help would be appreciated. Thank you!

I know I get the WSAECONNREFUSED error if my modem isn't connected (I have a loose cable so it happens occassionally)

This message (WSAECONNREFUSED) also comes, when the server is down.
