Shouting - number on voices?

almost always when i wander around i hear people saying
"yo motherf*cker f*uck that you f*ck" or something like that (i censured it a bit though)
but its always "someone" why isnt there a number on the voices?
i can always hear a difference between voices in real...
a number would help against non-rpg'ish behaviour...its very silly to keep it as it is...
you guys always say that you want to stop non-rpg'ish behaviour....
but you give us no chance to tell you when it happens....

Cuze its behind the seerange ? and if someone say it normaly its for you like shouting.
But its strange i´m often here and it´s rare to hear.
