The perverse halfling - Doing something disturbing

Now, I'm no prude, but while playing Illarion today a hafling (23 something...)
Kept going up to femal characters and saying "#me feels their breasts..."
Others were there and they can coroborate this report. The deed while in itself was breaking no specific rules, was still quite unsettling for some of the people who were around...

Oh, I and some friends did kill him, I hope this is no rule break, as he was asking for it...
Oh, and before killing him, we did try to get an answer out of him, but he would not respond, and we did ask in both English and German.
