Well, you have to create your character before you request your account. As you know this game is a graphic RPG that means there a graphics in it, and you have to create a character (ie male Human, female Elf, Lizzard, hobbit ... etc) and in the Database there is your accountname and is linked to your created character, what he/ she "looks" like (race/sex) and what his abilities are (Intelligent, dexterity...).
Well maybe you should have read the big, red sentence on the page for the account request that tells you to create a character with the client first, if this should have been new for you.

Falantine, what the hell do you try to make us believe?
You have already created a char, named Falantine, suported with individual Attributes like it is expected.
You requested your account, got the quest, got the reply that your account is granted and that you have to wait some more days until your account is activated.
There is nothing more to do for you than sit and wait.

Imagine, your father's coming to the doctor, saying: "Hum,doc, remember this son of mine, Falantine? I guess I should change some of his attributes, for I dislike what I created. Could you please increase his intelligence for I want him to be a clever man (one day) and therefor you can wipe some points from his agility. This boy's always so dizzy, so, doctor: "how do I do it ?"

Hey, you see? The virus of learning this game has already touched you.
No you can't see any of your attributes and you cannot change them.
But believe me: some of the best roleplayers of Illarion have attributes that would fill your eyes with tears of mercy.
And tomorrow maybe some attributes change their worth because of new spells or weapons and your char becomes a real superdoopa, who knows. (and who cares)
So walk on, Sir Falantine, and make the best out of what your creator has given to you in his wisdom and grace....
