WSACONREFUSED American(sorry i cant read german)

whenever i attempt to log on or try to create another characte it says WSACONREFUSED then cant connect either server is down or you are not on the internet...Im on the internet and the server is uo can anyone help me

Sorry to tell you this but the server is actually down. I've tryed to log in and it says the same stuff and I've been talking to someone that it said was in-game
