i made mine myself, or do you mean how do you put them by your name? Go to profile, at the bottom click browse, select the picture, hit open, then click submit. the requirements for avatars is: no larger than 80*80 pixels, and the file size must be 8kb or smaller.

use a compression type picture, jpeg's and gif's are compressed pictures, jpegs are usually smaller. Conpression pictures means you lose quality though.

JPG pictures are rather small, its one file thats the smallest BMP is one of the biggest and GIF is a "middle" size, so just save the picture in a JPG (JPEG) file.

And if you use MSpaint you will lose some colors but it will be much smaler, if you use wich you can change JPEG GIF and BMP res. and all that, you would take the badest res. and then it would be alot smaller! (Sry for my bad english)

stick to PhotoShop and all of you people will be satisfied...

it has a wonderful option when you want to save a picture for the web...
there you can directly compare the resolution and quality of a picture, if it was bmp, jpg or whatever other format

you can also tell PhotoShop how many colors to use.. sometimes it is really not necessary to have a little jpg picture with thousands and thousands of colors, when you effectively only use around 130 different ones...

this will also make your file smaller, while you can give it a better resolution quality...

Edit:
I do agree that it can be sometimes a little complicated for newbies to use... and yes... it is not free (further comments about "free"ware will not be stated in the public ;-))

Also a very good program is the GIMP. It is for Linux, but you can also download it FREE for Windows. If you just worked a bit with it, you'll see, that it is not as comlicating as it seems to be

my avatar is of Tidus but with brown hair and hazel eyes, also his ears would be pointy, but you cant see his ears so that doesnt matter. Delakaniam edited a pic of Tidus for me, cause Mandil looks like that.
