Help - Creating new character

I am having trouble connecting to the game and creating a new character, whenever I try to make one all that happens is the create new character screen comes up but all the options say connecting. I have waited for 5 min but nothing has happened. Is there a problem or should i wait longer?

the server is down, nobody can creat a char or play illarion......

When will they be back up?

either, when they have the new server machine ready and put online - or when someone reaches the old server physically and restarts the program.
