I did a search, but found no answer to my question. Can just anyone make a guild? Or do you have to pay you make a guild or be of certain experience?

You must not pay or be a experience player ins these lands to create a guild. Everybody can make one, and sometimes i wish it weren´t so.

It happens often that people just come and say "Here is my guild, come and join." This is the wrong way, and most of those guilds will never get members or won't live very long.
You don't need to be an experienced player, but it is better to be one, just because this way you know people who share your ideas, and you can form your guild from an already existing group of people. Such a guild will actually work.

First you should find others who are interested in your goal. Then set up parchment containing within your Guild's information. These few tips should see you right.

Yes, it is good to make a guild out of an already existing group people, so you have a 'base' for your building to be built upon.
