Don't delete Player-Quests

I have got the following problem:

I put out texts for reoccurring player quests in Cadomyr. Such as the High Council or the Arms Practice.
Usually quests remain in the database even after their completion, so that they can be reactivated or their text can be looked up.
Which is most useful for events that take place every once in a while.

http://illarion.org/statistics/us_quests.php?id=602 opens the quest entry to the completed High Council. All good.
http://illarion.org/statistics/us_quests.php?id=606 'should' open the latest Arms Practice. If it wasn't deleted.

While I am not familiar with the procedures behind the scenes, it seems to be possible 'not' to delete completed player quests.
To whomever does curate the Quests: It would be very kind if that possibility would be used, at least for those quests which are apparently reoccurring.

I imagine both player and official quests have probably been accidently deleted on occasion.

Any completed quest should only be closed by - Edit quest >> Quest is finished... rather than deleting the entry.

I'm sure any staff with access will take care to do that in the future - they were probably simply not aware of the impact if they have never accessed the old quests themselves.

Unfortunately this may still lose the German entry as there is a bug in the system that removes it upon edit so it is worth saving another copy until the issue is resolved - http://illarion.org/mantis/view.php?id=10857
