I suggest that there's a "weapon drawing" feature, so you would hear the sound of a weapon being unsheathed or readied when somebody is about to use it. You can't just simply attack somebody within the town, when your weapon is still not readied...
When you use fists, however, it shouldn't matter.
So, if NPC guards are implemented, they will either attack or take warning when somebody takes out their weapon inside of town, and attack if you are hurting somebody else within the town limits.

I am not sure about the whole town guard thing. There are so many good reasons to draw a weapon, to have it repaired, or to show it to someone, etc...
NPC guards could never distinguish that from an attempted attack. An NPC also could never distinguish a justified fight from an unjustified one. Hence I doubt that such a thing as NPC guards would do any good.

I agree with Bloodhearte. Standing at a certain spot for awhile can waste your time. I think many would rather want to get something done. However, Adano did make a good point. I think it would be wrong for someone to want to buy a sword and then get killed two minutes later because of a couple of NPC characters. I think that we don't really need NPC characters. Or, we should just have them once in awhile.

Adano I suggest you read this again. I believe that Xerake ment "weapon drawing" as in OOC terms: Putting someone on attack. Correct me if i'm wrong Xerake.
