Both Captains will be expected to continue to contribute to all roles where required but are assigned distinct responsibilities according to their skills.
Agreement of both Captains will be required for the admittance of any new recruits and subsequent promotion to Guard.
Council approval will continue to be required for the promotion of any Guard to an officer role.

ATTENTION:
Even though the swarms of insects are of minor concern to most citizens, they still have a potential to seriously harm some. It seems that each time we kill such a swarm, their offspring comes back somewhere else to get revenge, usually somewhere inconvenient.
Thus instead of killing the swarms, lead them somewhere where they won't be a problem, like outside the gates or in the jail.

The Guard Captain and the Town Council have agreed to enrol William Erundas as Lieutenant of the Guard for a temporary assignment of a maximum of one Dwarven month.

Competence of the Troll's Bane Town Guard:
1.) The Town Guard of Troll's Bane was given the duty to care for the security of the town by the Head of the Council of Troll's Bane.
2.) The Troll's Bane Town Guard will act within the borders of Troll's Bane and within the laws of Troll's Bane. The guard will be observed by the ruling of the Head of Council and/or the High Judge.
If you feel mistreated by a guard, don't panic! Don't use vigilante justice! Talk to the Captain of the Guard instead, or directly to a councilor or the High Judge.
3.) The Town Guard of Troll's Bane was founded to enforce the laws of Troll's Bane and to protect the citizens of Troll's Bane inside the borders of the town.
4.) In case of emergency or an investigation the citizens are told to obey the guards words. Hindering them in their duty or resisting their decisions is prohibited. Mind that the guards will be chosen considerate and know what they are doing. If you wish to participate in protecting the town and its citizens, you can apply for the post of a guard.
A direct attack on any of the guards results in a direct one week ban.
5.) In general, the guards are told to wait for a trial before deciding upon the fate of a person. However, if the life of a citizen or the life of a guard is in direct danger, a criminal tries to escape or major rules of Troll's Bane are violated, the guard got certain options:
a.) A temporary one day ban may be imposed by a guard, to secure the town until the High Judge has spoken, this ban can be pushed to one week by the Captain of the Guard or acting Captain if one is not present.
b.) The guards have the right to attack and maim a criminal who tries to resist against a ban and poses a direct danger to the safety of town.
All guards have an expectation for behavior that they should keep in mind at all times. Complaints will be investigated, and if there is any wrong doing, there will be warnings.

Positions:
Captain:
The job of the Captain is to oversee the guard as a whole and make sure all of the
guards are doing their jobs properly. The Captain is responsible for making sure
each of the guards gets paid. All guards answer to him/her.
Lieutenant:
There will be one Lieutenant per a squad of 5 guards. The Lieutenant proposes a
name for the squad that the Captain can approve of. When the guard Captain is not
available,the Lieutenants will have the same authority as the Captain. Lieutenant will be
given money from the Captain for each of the guards in their squad.
Each Lieutenant is to give a report every dwarven week about the actions of
their squad. This includes significant advancements in training, whether the squad
has patrolled enough to be satisfactionary, any threats witnessed and/or repelled,
any crimes to report or ones that have been prevented, banned criminals witnessed
and/or repelled and other such things worht mentioning.
Sergeant:
This position is for outstanding guards who have served the guard for a long enough
time, and well enough that they have become potential candidates for promotion to
Sergeant. These guards have no more power than standard guards.
Guard:
This position will make up the main body of the guard. They are to use the recruits
to support them in any situation. They will be able to deliver fines and indefinite
time of banishment.
Recruit:
This position is for new recruits. Recruit will be there to support the other guards.
They will only have authority to make banishments, and for no more than a week's time.
Recruits answer to all other guards.
Specialist:
Private contractors hired by the Captain to keep the Guard up to date with training
in physical combat and ideals, providing the Captain with advice, and other services
as the guards find necessary. Specialists have no legal authority.

Recruitment and promotion:
Captain:
The Captain is to be proposed by the Head of the Council, and needs a unanimous vote from the council to be voted in.
Lieutenant:
The potential Lieutenants are to be brought to the council by the guard Captain, and a simple 2/3 majority vote will grant them the position.
Sergeant:
The potential Sergeants are to be brought to the council by either the guard captain, or their respective officer, and a simple 2/3 majority vote will grant them the position.
Guard:
Recruits can be made guards either with the support of one councilor or through deliberation of the guard captain and each of his officers.
Recruits:
Recruits can be admitted to the guard by either a councilor or the guard Captain. Also officers are able to nominate citizens to the position of recruit.
Benefits of the guard:
Payment:
Each guard will be paid once a dwarven month, and be supplied with whatever equipment deemed necessary.
Guard pay will be given to the Captain, and then he/she will split the money between his officers to give to each of the guards under them.

Punishments:
If the suspect is found guilty of an offence there are a number of punishments that may be recommended either individually or in combination:
Fine:
Payment of money by the criminal may be ordered to compensate victims and/or reimburse costs to the Town. Typically the fine will be split proportionally between victims and the Town. If the crime was committed against one person then the victim would receive half the value of the fine and the Town itself would get half; in the event of there being two victims the fine would be split three ways, and so forth.
Time in the Pillory:
Petty criminals committing minor infractions of the laws may be sentenced to time in the pillory where Citizens and visitors are encouraged to demonstrate their disapproval through the throwing of mouldy fruit and bad fish. A criminal can be ordered to spend a maximum of two Dwarven hours in the pillory.
Temporary Banishment:
A convicted criminal may be banned temporarily from the Town limits for a maximum of one Dwarven week by the Judge.
Temporary bans may also be employed prior to conviction to keep the peace and allow the Guard to fulfil their duty. A ban of one Dwarven day can be applied by the Guard to quash minor disturbances and to allow proper investigation of a crime; where necessary this may be extended to one Dwarven week by the Captain of the Guard or another Officer.
Breaking of any temporary ban may lead to further charges being levelled against the perpetrator.
Resource Collection:
Often used in conjunction with a temporary ban, the criminal can be directed to gather resources for the Town; completion of the task they are assigned should draw their punishment to a conclusion so they can be readmitted to the Town as a reformed character.
Resources ordered may include lumber, ore, coal, stone, leather, fur, ash, meats, fruit, crops, herbs, and wool. Manufactured products may also be ordered, particularly if the criminal has a known trade. Time allowed and quantities ordered are at the discretion of the Judge; they type of resource should where possible be discussed with a Council member to ensure the most urgent Town needs are met. At the conclusion of the punishment the resources must be handed to a town official and transferred to the treasury within one Dwarven week.
Labour Contract:
Labour contracts are most suitable for persistent offenders or criminals who have committed more serious crimes. Again this form of punishment is likely to be used in conjunction with a ban. A labour contract will be sold to the highest bidder for a period of not less than two Dwarven weeks, nor more than two Dwarven months. The profits of this contract will go direct to the treasury.
It is hoped that most crimes will be reasonably dealt with in this way although in extreme circumstances where the lives of Citizen's continue to be put at risk, or a Criminal refuses to pay their fine or accept any other form of punishment, the Judge may recommend the following more severe actions:
Permanent banishment:
The criminal is permanently excluded from the Town limits and may be attacked if they fail to adhere to this order. This punishment is only to be used in futile cases concerning the most severe of crimes, namely murder, as it offers no opportunity for rehabilitation of the criminal or provision of compensation to their victims.
Removal of Citizenship:
If the criminal is currently a Citizen of Troll's Bane they may lose status as a Citizen and any benefits that may come from that.
Kill order:
In serious cases the Judge may issue a kill order for the most heartless offenders who commit murder and other serious crimes. Such criminals may be attacked at will by any individual with the means to do so without fear of prosecution as they are acting against an unrepentant felon of the worst kind.
Further punishments may be suggested by the Judge on an individual basis where deemed appropriate but will require Council approval (majority vote).
Troll's Bane Laws:
In all instances where possible, criminal complaints will be accepted from the districts as well as within the Town walls.
Where guilt is immediately admitted by an individual for a minor offence, the Captain of the Guard or another Officer may issue a fine to ensure expedient execution of proceedings.
Where the suspect denies guilt for a minor offence the case must be referred to the Judge.
The Judge will decide all cases of criminal complaints for all medium and serious offences, as well as disputed minor offences, following thorough review of the case including interviewing of all complainants, witnesses, and suspects.
For the most severe offences and controversial cases the Judge may employ a jury of 3-5 of the suspects peers to make recommendations, although (s)he will preside and retain the overall judgement.
I. Minor Offences
A. Thievery
Anyone who takes property against the will and/or knowledge of the owner is committing thievery. If convicted the criminal must give back the items (or something of equal value) to the original owner plus an added fine to be paid to the Town treasury or also to the original owner.
B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to is engaging in trespass.
C. Disturbance
Anyone who interrupts the peace of the Town with hostile, destructive, or disturbing acts should cease immediately upon request. If they continue despite warning from a proper authority then they are subject to a criminal charge.
D. Assault
Assault occurs when one person attacks another with their own body, with metal weapons, or with objects, but does not actually kill the person (murder). Voluntary violence between two individuals (duelling) is permitted outside the Town walls.
E. Defamation
Everyone who purposely designs and spreads false claims to harm someone else or to benefit themselves commits a crime in terms of the law.
F. Conspiracy to commit a Crime
Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he or she is subject to the exact same punishment as he would get for doing the crime.
II Medium Offences
A. Claiming false status to Authorities
Claiming to be a Government Official or Guard for some kind of benefit when one actually is not is a crime under the law and will be dealt with accordingly.
B. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.
C. Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.
D. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the law.
E. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be raised in seriousness to Robbery. When violence is actually used and not just threatened the crime has to considered as assault or attempted murder along with robbery.
F. Threat and duress
Threatening a Citizen or a Resident with violence, or trying to force them into doing something against his will is crime against the law.
G. Kidnapping
Capturing or holding someone against his or her will is a crime against the laws. Included in this are acts of coercion where one purposely draws an individual to a specific location for nefarious purposes.
H. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently and severely wounded to justify that.
I. Prostitution
Selling one's body in an explicit manner inside the town walls is against the law and will be dealt with accordingly. Punishments can include a warning or fine in initial cases and a ban or loss of Citizenship in repeated cases.
III. Serious Offences
A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III crime until proven otherwise.
B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defense, it is seen as murder in front of the law ((OOC: Only Perma-deaths can be murder)).
Anyone accused of murder who doesn’t turn him/herself in immediately becomes an outlaw.
C. Arson and damaging of property
Anyone who through fire or any other means, intentionally damages the property of the Town, an individual, or a group commits a crime under the law. One who causes unintentional fire damage should seek to pay the owner for repairs.
D. Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason: Inciting a rebellion; belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Troll's Bane; assassinating a person belonging to or working for the government (or planning to do those individually). Anyone convicted of spying may also be punished for treason, and vice versa.

The Council has voted to ratify the following article.
In order to expedite the legal process and to help ensure fair application of penalties the Council has issued recommended minimum and maximum tariffs for minor and medium offences.
This system will enable greater punishment of repeat offenders and also consideration of any mitigating circumstances.
It must be remembered though, these tariffs are only recommendations, and where agreed under special circumstances more appropriate punishment may be issued.
Due to the serious and often complex nature of more serious crimes, the Council will not recommend specific tariffs but as always is available if discussion is warranted.
