i have a question.

when the next big change is implemented into the game, i know we will have to start from scratch with our characters. My question is: Will we have to reapply for an account and make brand new characters? or will our present character info simply be reset to starting level.

As far as I know, there isn't planed to make a complet new start.

Nobody will have to start all over. A charwipe (deletion of all skills and/ or items) is only the last solution, which the programmers will avoid whenever possible. It will only happen if a change creates an imbalance between old and new chars which gives one of them too much of a disadvantage over the others.
