Playing instruments

Well, I know there have been a discussion about the way the playing instrument skills are working in the proposal forum but I just have to say that I kinda like it. I mean if one wants to be a great musician one need to train a lot - even when it is boring! Now to my question... What attribute(s) decide how well one can play the instrument?
