To the Citizens of Trollsbane and whomever else it may concern,

I suppose it is fair to outline certain ideas, visions and policies which I intend to enact should I become the governor. The exact nature of the reforms shall remain as a secret 'unless' I am elected, as I do not intend to give my opposition the how-to guide regarding stabilizing the town, or making the administration work. This serves merely as a hint of what would be coming.

If you want an experienced and capable administration, you shall elect me.

Plans:

1. The City Administration
One of my first acts shall be the establishment of a special council out of particularly respected and meritorious citizens of Trollsbane. The council has the powers to take charge, should something happen to the governor. This guarantees a degree of continuity, but also ensures a constantly active secondary administration which both capable and equipped with the moral authority to replace the governor should he descend into inactivity. When he is active, however, the governor is still the man in charge. It is not the task of the council to be second-guessing the governor decisions.

2. Safeguards for continuous and active administration
Establishment of an emergency fund, in order to assure that the council has cash to cover all running expenses such as guard wages, until the governor reappears or a replacement governor is elected. Those officials who have performed their duties with merit shall not be replaced.

3. Economy and Society
Encouraging and supporting private initiative of individual citizens and groups of citizens. The industrious, courageous and active citizens who are willing to involve themselves in the affairs of Trollsbane shall be rewarded and raised above those who do not.

4. Economy
Government will directly benefit the citizens of Trollsbane by making relevant material and equipment purchases only from citizens, instead of buying from foreign merchants. This includes goods for construction projects and the guard armory. The city becomes no less poorer, if the portions of the tax money are being transferred from the government to the industrious citizens of Trollsbane.

There are not the entire plans, but I am not willing to divulge any more information at the current moment. I trust you shall choose wisely and elect me.
