My forum is not updating, the only time it does is when I try to post somthing, and then it goes back to how it was before.

Maybe your Browser cache the sites.

try to delete your browser cache at first to fix the problem.

you can always press; ctrl + F5 together to refresh the cache.

Forgive me for being wholly ignorant of computers, but what is the "cache"?

Cache is a special folder/ memory place where your computer keeps preloaded data for later use. So does every browser save the websites you once visited and loads them from your hard disk when you later view them instead of recieving them from the net again.
