The skill loss from the giving of runes be increased where only one or two runes can be given in a two week period possibly even up to 50%........BUT this skill loss would be only temporary. After two weeks, the char's' skill is again back to normal, at that time, they can choose to give another rune or not. This would limit the amount of runes given using game mechanics.....and would negate the need of a room ig for mage chars to teach. This may ALSO negate the idea of an "elitist" group of chars. After the giving of the rune, most will be fairly weak mages...at least for two weeks. The mage teacher would also have to be VERY sure of their student and ability in order to give out the runes considering the loss of skill they will achieve.
The only disadvantage I see is that some, not wanted the skill loss will quit teaching altogether, however there is already a rule in place that if sufficient time, the teaching rune will be removed.
disclaimer: This would not be a good idea previously with the time and wait for mage teachers, but now with more teachers, this may be very helpful to steer the game in the direction most seem to want.
