Why not introduce something like snuff? Its not uncommong among dwarves or humans to use it.
A few simple ideas for snuff /sibanac:
Raises the health bar by a minimum when "used"
Is addictive , if not taken for a time it causes minor health loss, or random affection like headaches which decreases your learning skills etc.
It'd be cool if it used the "Postal 2" system. Basically, you take it and your health immediately goes vwoomph to 150%, then after a while you heart goes BLERGH and you lose 80% health.
Unless, ofcourse, you add a twist to it...such as after prolonged use, your body has a reaction that makes you get sick, such as...lowered diet, and the cold. Then cross that with every 10 prolonged uses, and that would stop it as an exploit.

Seriously, if it gave a temporary super-surge of HP, that'd be fine.
Because after about, say, 1 or 2 minutes, you'd get an auto-emote saying some shit like, "Your chest begins to tighten and your breathing becomes labored."

I really don't see how health increases can be used, except for really stupid powergaming...
"Ok, we've arrived at the dragon... everyone smoke"
i.e. if you lose 50% health or more then you die, and the effects are EXTREMELY short-term. It's for "omg I really need some health to get out this dungeon" type thing. It's something like 10-20 seconds, and in that time you have to stay over 100% hp or when your heart explodes you die.
