Uh, I forgot which NPC could sell them, maybe the one in the Castle of the Greyrose? I'm not sure.

Best is if you ask some character IG, maybe that character has a spare one or is a smith and can make one.

i think the dwarf near silverbrand sells them, but i am not sure.

Sometimes the Grey Rose, but it is frequently out when I have tried, Silverbrand is the other place.
