My proposal: new potions which temporarily raise attributes.
The better your skill the better it does, e.g. a terrible quality potion LOWERS attributes by 2, a bad quality lowers by 1, an average quality one does nothing, a good quality one raises the attribute by 1 and a great one raises it by 2. There'd be a potion for every attribute.

Aside the correct interjection from our omnipotent Mr.Cromwell, this proposal is not very well thought out.
(People, stop posting everything that comes into your mind here!)
Since the lower quality potions are basicly useless in your current concept, they are throw-away-items.
Nobody (not even NPCs) would/should buy potions that are nothing but harmful.
To rescue your attempt of a proposal you should change the quality as indicator of the desired effect kicking in.
So a low quality potion will have a low probability of raising your constitution then a better one.
From this base on its possible to think of very high quality potions have an increased effect, or if this is completly reserved for 'stronger' versions of the same potion.
Healing Potion -> Strong Healing Potion
End of discussion.
