Is there an NPC that sells dyers wands (or whatever it is that you need to dye clothes), 'cause I've asked pretty much everyone, but maybe there's one I missed...

The NPC near the mines used to sell them.

Hmmm... I only know of him or would possibly try the Grey Rose, if not either hopefully someone else will know.
