The problem is quite simple. People are quitting the game or simply becoming inactive, and their characters are left with sometimes significant estate posessions, which in the worst case are locked and totally inaccessable. (For instance, the seahorse + patric)
So, the buildings stand empty and without any use. At least me, that fails to amuse. So I propose this: After thirty days of inactivity any houses owned by individuals or guilds (they could put timers into locks, for instance) are auctioned to the highest bidder by the gamemasters. Then 75% of the money gained is then deposited to the inacitve owner character or the headmaster of the inactive guild while 25% is deducted and taken entirely out of the game (to cause some leakage out of the system). The house effectively changes ownership.
If there is an inactive government, the keys/ownership will be given to a possible faction of usurpers (Maybe even for free). So, if Siltaris is inactive for a month without any arrangements or word, then gamemasters will remove her powers and then let people play king of the hill until the strongest/most popular can take her place. That would encourage against stagnation.
Naturally, those who own houses will say:
We built those things, you can't do that! You busted your ass off, so effing what? If you don't play, I don't think the amount of work you did should have any influence either way.
