Well my idea is to have steel and flint to start fires. Maybe make it a skill.
That way ash will be a bit harder to obtain. You could make a peice of striking steel from blacksmithing and find flint while diging.

Although the idea does sound nice, I'm not completely convinced. Ash is hard enough to obtain imo, that hard that I needed to ask for an increase of bottle prices so I can pay people enough money so they would even try to.
And we must not forget that campfires are the most popular "roleplaying equipment" in Illarion. Somehow I dislike the idea of making starting a campfire a skill.
