how do i become a citizen of trools bane for a building i wish to build

Currently there are voting for a new governor in Trollsbane. So it could become a little hard.

You should wait a little until the votings are over.

Keep an eye on the RPG and Guild topics.

In case that he want to build a house, i'm sure he is able to get the permisson for the land from Trollsbane.

And only if you are not able to get the materials for a house, it does not mean that others are not able too.
