Well, how about getting rid of the elvish teacher for starters. I'm sure the only reason for his existance was so people could utilize the elvish merchant on Vanima? With the Human merchant there as well, that problem was solved long ago. There's no need for the teacher anymore. I think he's occasionally bugged anyway.
Why not make 'Language' a teaching 'Rune(Skill)' to be given IG, like you all do for Magic? I think only 'intelligent (15+)' elves should be the only ones with the ability to teach others elvish.
If that is established, then the other races could easily teach their languages too, as long as they are 'intelligent (15+)' enough. Problem solved.

I think its more fair to take this NPC out right now.
Its very unfair to every elf character that everybody and thier dogs are able to learn thier language but nobody is able to learn human, ork or dwarf language.
I suggest one of the following methods, ordered by difficultness:
1. Remove this NPC. (Already learned skills remain.)
2. Add NPCs for every language.
3. Teachers only appear from time to time at a set of possible places.
One day you meet the elf teacher in the woods and vanishes after some days, another day the teacher for human langauge appears at the docks.

If its well know that teachers travel from time to time, vanishing for a period of time and/or reapearing at a different position, I think it would add a little more spice to the "item-grind" of this quest.
However this idea would not be my first pick to solve this problem, it just struck me when thinking about this issue.

Yeah!!!! Thanks Nitram. It really was the best way to be fair and preserve the Noble Elven language from abuse, until all the languages could be equally taught.
Now an alternative system can be created in such a way to be fair, make sense, and not easy to get.
We could try an NPC for each language?
or a book in the Library?
or given by players with 15+ Int. just as Magic Runes are?
