Hmm.. This is just a way to see server status. If you were online and got logged out and you went to player's list and you still see your name that means it is down. When ever you see the number reset that is when it is up.
Ex.

11 players online( you see your name but your logged off))
*that means server is crashed or down
suddenly you see

1 player online ( server has come back online)

PS someone already said this but just explaining
