What is a skill cap and what is a skill up?

A skill cap is when due to technical restrictions of the game mechanics you can not increase one or all of your characters skill anylonger.
Illarion does not have such thing.

A skill up is when your character raised it skill by a fixed value.
Illarion does have this, although some do not belive it.

Cap is where your character can no longer learn anymore, indicated by a message. Skill gain is where you see an animation of swirly blue stars around your character, and your character progresses a major skill point /100.

Killing lots of pigs till you cap.

Then sitting AFK for x amount of time.

Then killing lots of pigs till you cap.

And repeating.

Then again, everyone does it, so, meh, I don't care either way.

Depends on the reasons for being a vegetarian. I think you were aiming for animal lover here.
