Negotiations between the Tavern and Trollsbane

It is the understanding of the government of Trollsbane that the owners of the 'Fluffy Sheep Tavern', acting on behalf of the city of Silverbrand, wish to treat the tavern as an embassy between the cities of Trollsbane, and Silverbrand. Apparently, as such, the tavern owners would like the tavern to be exempt from the law of Trollsbane.

Regretfully no agreement has been made between the two cities, but the government of Trollsbane is interested in entertaining such a possibility. Regretfully, it is our belief that an embassy must be a mutual thing.

Trollsbane would like to negotiate a similiar treaty with Silverband. We would ask that our citizens be permitted open access to Silverbrand, much as Silverbrand has been provided with open access to Trollsbane.

It is our belief that this would bring our cities closer together, lead to further economic development, and help us collectively overcome this nasty business of ownership of the tavern.

We await your response, and hope to speak further with you about this matter. If any of the information present in my opening paragraph is untrue, I would ask for it to be corrected.

Denied.

Silverbrand won't be opened to other races. Silverbrand is a dwarven town, for dwarves. Trollsbane is a town for every race. It is tha first town on tha isle, an' has a special meanin'. Tha only reason you wish our town to be opened is usin' our rawmaterials in our mines. An' that won't happen.

I offered Stephen tha ambassady possibility. I offered him to get a room on Silverbrand land to make it tha ambassady. He simply started to insult me. He insulted tha king of Silverbrand, an' he claimed tha treaty between our towns to be not guilty. To claim that was a broke of tha treaty, an' that is still not forgetten an' will have consequences in tha future.

I can still just say, tha Tavern is property of Silverbrand. If ya try to steal our property, Silverbrand will react on that like on every crime against us. If ya belief we just watch when ya insult tha King of Silverbrand, when ya break tha treaty between our towns because ya don't like it, an' try to steal property of Silverbrand, than ya ar' wron'.

My last offer to ya is that. For tha Tavern as ambassady Trollsbane may obtain tha room behind tha ladder in tha entrance area of Silverbrand. That room can be built out to a room of tha taverns groundsize. On tha groundsize of that room tha law of trollsbane an' its government will rule. It will be a part of Trollsbane. For that tha Tavern will be counted as land of Silverbrand. With tha rules of it, an' tha Silverbrand government.

Tha room behind tha ladder is on Silverbrand land. So ya will hav' access to our land. But not to tha inner core, tha townarea. We already planned a bigger livin' area infront of tha core, tha town with its gates, available to guests of Silverbrand. Tha plans for construction ar' in work. So be patient an' satisfied with that.

Arr I suport tha Kings opinion in all facts aswell in my role as Priest and as tenant from Tavern! The tenants ever tried to get fair tradeposition in Trollsban' and it was not easy all the time but there never was a Problem between "us" the tenats an' town so we should stay calm on this point and take part like wise men wich we all are!

I agree wholeheartedly. Trollsbane is not what it once was.

Ban the dwarves if they will not comply to our requests.

And then the halflings, who needs them? And the orcs, what use are they to Trollsbane? And those filthy elves! Why do we still let humans enter the town; let us be rid of them too! And those slimy, disgusting lizards. And, not to mention the goblins, fairies, and gnomes! Trollsbane doesn't need any of them.

The halflings, elves and other races do not selfishly use the lands of Trollsbane and then ban its citizens from their own towns.

It is not a question of race, but principle.

The tavern was built by King Tialdin of Silverbrand if I remember correctly. A dwarf. Should the dwarves not have a right to use it then? Trollsbane is practically in the center of the isle. The town acts as a crossroad and therefore one would assume that everyone should have the right to use it, if they are to travel about the island. It is the oldest remaining town on this isle which has always been used by all races. And, not to mention, it was NAMED after a dwarf king - Udan Trollbane. You might as well change the town's name if you are to banish dwarves from it. Silverbrand was built for dwarves only. Trollsbane, for everyone, regardless of race. You can not use the lands of a free town selfishly, and it should come to no one's surprise that only dwarves are allowed in a dwarven-only town, especially after all the attacks they have experienced. Do you remember Elaralith and such?

What would the point be of having an embassy on Silverbrand's lands if it is not even within your city but on the outskirts? It would depend on the details of the embassy King Gemfist. Such as would we have the right to make the embassy of Trolls Bane as large as the "embassy" of Silverbrand? After all, what you offer us is nothing more then a shack compared to the tavern.

And you must keep in mind, the tavern does take up land in Trolls Bane, preventing further building and contruction room. It is only legal for the town of Trolls Bane to give a property tax for the land the tavern takes up within Trolls Bane. (You can of course argue the tavern never had walls around it prior, but it does now, and the walls will not be taken down, so your arguement is mute).

Trolls Bane acknowledges that the tenants of the tavern at the minimum owe 10 payments, at the amount of 25 silver in total. The town of Trolls Bane is willing to cut that down to 4 payments and the total coin cost to be 8 silver.

The town of Trolls Bane has cut and gave much ground to find a peace. If Silverbrand refuses to acknowledge nor give mutual ground, the town of Trolls Bane will react correspondingly with severe action.

An exemption from town laws has the potential to turn the tavern into a haven for criminals. If the guards chased someone into your "embassy," how would you respond? Would you allow us to carry out our duties, or would you impede us for the sake of your immunity and expect us to let you handle the criminal? There are MANY issues that would have to be addressed before the citizens of TrollsBane should even consider this proposal.

I, for one, and firmly against this idea unless the following conditions are met:

1. A similar embassy is set up in Silverbrand. Any expectations contrary to this were simply foolish. TrollsBane may be the central town of Gobaith, but we have all the same rights to exclusivity that you dwarves so doggedly preserve in your native town.

2. TrollsBane guards and citizens are allowed to enforce their own rights on embassy grounds provided they do not conflict with the rights of Silverbrand citizens. If a criminal or some other non-Silverbrandian is in the tavern, he does not share the exemption from our laws that you dwarves would be granted.

I'm sure there are other issues to be considered, but these are the two which I personally feel carry the most weight.

Ta ye, Kin'... I hav' hang out a notice at tha Silverbran'-Board with an idea from my side ta solve this damn, foolish "Tavern-War"!

An' Rothman... We'll never pay taxes fer OUR property! Ye hav' ta wait till tha Kin' an' we, tha Tenants, hav' talked abou' a solution!

It does depend what you mean by a vote..if you mean to make the citizents of trollsbane to vote for it it has already been done I think.

There was previous a vote about taxing the tavern, however it proved inconclusive when Allen, Arameh, Brer Beothach, and Taylor Windslasher believed the tavern should be taxed, while Katrina, Liles, Salathe Kankas, and Siltaris opposed the taxes.

The goal here, however, is to discuss the 'embassy' status of the tavern, and if Trollsbane is not entitled to a similar privilege.

It is our pleasure to wait for the dwarves of Silverbrand to have their meeting, and resolve this issue at a later date.

The dwarves do nothing for Troll's Bane but demand to have all kind of rights in our beloved town. Handle them like outsiders!

All negotiations are put on hold for an indefinate amount of time on account of Negyth and Gloin Redlaughter attacking in town.

First harassing a lizard who's name i do not know, (i will find out soon and have him write upon the walls) by threatening to cut him in half and pushing him around. Then by attacking Arameh and myself in town, witnessed by the unknown lizard and Thariel of the Grey Rose.

The two dwarves, attacked then fled from the failed attack are wanted by the town of Trolls Bane for attacking three people, insulting and intimidation. Hereby the town of Trolls Bane claims ownership of the Tavern entirely on account of the main owner of the tavern to be wanted for serious charges witnessed by many, and he was aided by a fellow dwarf of Silverbrand.

The tavern will be returned to Silverbrand when they hand over the two dwarves to Trolls Bane so justice may be served. They would remain in jail for 42 days.

I await a well thought out reply by King Gemfist.

It is true, they started the attack, when the human and the man I know as Arameh were merely asking them to stop, they both attacked soonafter, only to be defeated, after that they left hurriedly, refusing to be jailed. This is my side of what I saw, the dwarves threats were quite annoying, but I held in my urge to aid the two men. My name is Krusss, since you wanted to know.

Negyth slashed in direction of the Mr. Rothmans arm when he was grabbing Gloins arm to forced him to leave the town after swinging with his doupleae arround.

I will investigate tha happenin's. Tha tavern stays Silverbrand property. Tha tavern is property of Silverbrand, tha dwarf Gloin is just tenant. If he did a crime, tha tavern still stays property of Silverbrand. Or next time a citizen of ya does a crime on Silverbrand land I will claim somethin' in ya land for that. Ya see ya failure of thinkin'?

I want to speak with tha attendin' dwarves an' tha witness Thariel. I hope we can meet tomorrow.

An' Rothman. Ya can't demand tha dwarves to be handed over. They ar' citizen of Silverbrand, an' tha treaty between Silverbrand an' Trollsbane forbids it that ya punish citizens of Silverbrands for crimes. If they ar' guilty i will punish them myself. So shut up.

An' ya better accept tha treaty, since it was made between Trollsbane an' Silverbrand. It is a guilty treaty. I know that ya don't belief it, but thats ya problem. Tha treaty was made between Trollsbane an' Silverbrand. With Pendar an' Tialdin as representativ for tha towns. A change of tha representativs is not reason enough to make tha treaty unguilty. Not as long as it ar' tha same towns. Just tha representativ changed. Ya ar' not tha owner of Trollsbane. Ya ar' just its citizens spokeman. Tha treaty was not made between tha spokeman, it was made between tha towns, an' tha spokeman speakin' for it.

I had absolutely no intention to attack, which is obviously, why I didn't, do not make yourself in worse trouble dwarf. You are already banned, which is why you are not allowed to enter town and participate in this discussion.

The treaty you speak of is void on acount of Silverbrand Dwarves attacking The Governor and a Knight of Trolls Bane as well as a civilian in the process. In most cases I would consider that a declaration of war on account of Gloin and Negyth both active members in the Clan of the Axe.

Thariel and the Lizard have already written what they witnessed. There is no longer need for you to bide time. I have written what will be done.

Crimes of Citizens of Silverbrand don't make tha treaty void. That is not part of its content. So it can't happen.

An' ya should know that it is unimportant what citizens declare. Tha two can speak about war as much as they want. As long as I don't say its war Silverbrand won't hav' declared anythin'. If they say its war they ar' just shouting stupid thin's at ya. Since MY word is law, not theirs.

An' I havn't declared anythin' yet. So we ar' not at war. As long as ya don't want to declare first, lad

An' I will listen to to their words. Since I don't trust ya. Or hav' ya forgotten that ya caused a civil war in Silverbrand? Since when do ya hav' a law which allows just ya side to listen to tha witnesses an' decide on that, an' not also tha side of tha accused ones? Ya should respect ya own law system. An' also a guilty treaty between our towns.

Speak whatever you want, Ghorn. It is clear, that there are serious issues on the side of the dwarves who think they can do what they want.

Some discipline is needed, and we will follow Rothman's words, for he knows better what's good for Troll's Bane then the dwarves do.

After readin' tha already written down witnessings an' also what i got told by others i see two thin's.

First. Tha one who attacked first was Tha dwarf Negyth. Negyth is a citizen of Trollsbane an' a member of ya knightnood, as far as I know. So tha first attack didn't com' from Silverbrand, It com' from Trollsbane against Trollsbane.

Second. Ya tried to punish Gloin for holdin' his axe an' pushin' a lizard who seemed to insult dwarfs. Ya ar' not allowed to punish a citizen of Silverbrand, so ya broke tha treaty at that moment. It was Gloins right to refuse ya crim' to punish him. An' also ya reacted very provokin' an' aggressive on a situation in which a dwarf is handlin' with a lizard insultin' him. Ya provoked tha dwarves to do somethin', so that ya get ya war.



All ya accusations ar' void. Ya should hav' never broke tha treaty an' punish a citizen of Silverbrand. Especially not for somethin' like that. An' tha first attack wasn't made by Silverbrand, it was made by Trollsbane through one of ya own citizens.

An' also ya ar' neither a guard, nor ar' ya tha magistrate. Ya tried to punish someone without a trial, for somethin' a stranger told ya. Ya broke tha law system of ya own town

Ya ar' tha first one who should try to follow rules an' treatys.

I was there to witness Negyth and Gloin both try to kill the lizard.

And where have you read Negyth left Silverbrand and joined Trolls Bane and it's Knighthood? As I told Negyth at the time, he is on the side that will sell him out to save it's own face.

Negyth is since som' month not anymor' a citizen of Silverbrand. He got thrown out of tha town an' he is not anymor' on tha citizen list. We did that after he claimed to hav' joined Trollsbane an' tha knighthood. An' again it doesn't count what he said. But what I say. An' I haven't saw him anymor' as a citizen. He was in my eyes even not welcome anymor'. Tha moment he attacked ya he was no citizen of Silverbrand.

If needed we may search witnesses who can agree that ya accepted him in Trollsbane as a citizen.

Also tha witness Thariel told me Gloin hasn't tried to kill tha lizard. He just spoke about it. Ya should know that tha dwarven warriors ar' rough an' often speak such stuff without doin' it. As a leader of a town ya should be able to handle that without aggressions.

Also he told me that tha lizzard seemed to hate dwarfs, an' was playin' around with his bow an' an arrow. So he provoked them with threatenin' subtile with his bow, an' also his words of dislike.
